Case #1 <br /> <br /> PARK DEDICATION FOR <br />ANOKA ELECTRIC COOPERATIVE (AEC) ENERGY PARK <br /> ~ By: Parks/Utilities Supervisor Mark Boos <br /> <br />Background: <br /> <br />As the attached Pl.anning Commission case details, AEC intends on subdividing 138 acres from <br />their new site for c~mmercial/industrial lots. <br /> <br />Related to this case and attached are: <br /> <br /> · Planning Commission case dated 6/6/95 <br /> · Site location map <br /> · Sketch 151an <br /> · Staff review letter <br /> <br />Observation: <br /> <br />The AEC facilities and other businesses this subdivision will contain will be significant not only in <br />terms of the tax b~se, but also in numbers of commuters and workers seeking breaktime picnic <br />sites. It is for this i'eason AEC is proposing the dedication of approximately 27 acres of wetland <br />and its shores. Thi~ area could be developed with picnic sites and walking paths to serve nearby <br />employment sites and also travelers along County Road gl 16. <br /> <br />The Commission's ~recommended Park and Trail Plan shows two issues related to this site. The <br />first is an On-Road,i"B" trail paralleling County Road #116. An On-Road B, as you will recall, is a <br />path separated frorri the vehicular surface by green space, but yet within the road right-of-way. An <br />On-Road B is the same as what is in place further east on County Road gl 16. <br /> <br />The'second is a tri~gular site across County Road gl 16 from the AEC site. This was proposed as <br />a picnic/rest stop tO serve the same function as AEC's 27-acre wetland/open space. North of the <br />triangular site you ,Will note that the recommended plan is for an off-road connection to link the <br />neighborhoods to tl~e north of County Road gl 16 and Sunwood Drive and also for future residents <br />to the west of County Road #56 to access Alpine Park (Landfill) to the north. <br /> <br />Park dedication for~ the AEC subdivision has been waived pursuant to the approved development <br />agreement. (AdditiOnal information will be available at the meeting.) <br /> <br />Because park dedic~ation is not due, the Commission's charge should be to assess the value, to the <br />City, of the 27 acres proposed to be dedicated and to provide recommendations on its <br />development. <br /> <br />Mr. Doug Uhrhammer from AEC has suggested that one strategy for the site's development would <br />be to request donations from benefitting businesses in the area. He added that AEC may provide <br />for that about one y,ar after their facility is in service. <br /> <br />Staff recommendation: <br /> <br />Staff recommends the Commission view the site, including the area north of County Road #116 <br />prior to the meeting. <br /> <br /> <br />
