Ms. Kurak stated she takes offense to having a trail in her yard. She added that she is not <br />against trails and that they are planning to donate land for wails. <br /> <br />Tom Kurak, 15001 Sunfish lake Boulevard N.W., Ramsey, stated that Sunwood Drive is <br />a huge road and the proposal he has seen does not seem to be sending a lot of traffic toward <br />Sunwood Drivd. He suggested redesigning this road - maybe not making it so wide. <br /> <br />Councilmember Peterson inquired if that wide width was typical of 153rd now. <br /> <br />City Engineer ~.ankowski replied that Sunwood Drive is 42 feet from curb line to curb line <br />and 153rd is 44~feet. There will be two traffic lanes and two parking lanes. <br /> <br />Motion by Couheilmember Beyer and seconded by Councilmember zimmerman that any <br />and all languag~ regarding a trail around Sunfish Lake be removed. <br />Further discussion: Mayor Hardin inquired if there is some planned open space and to the <br />Kurak's, inquirgd if they would be opposed to some open space. Mr. Kurak stated he <br />would not opprise some access to Sunfish Lake but there are some dead areas along the <br />lake that cannoi be used for development. He added that the trail around the lake reduces <br />the tax base. M~yor Hardin inquired if Waste Management still owns some of the property <br />in that area. lVI~. Schroeder stated yes, but he didn't know how much they owned. Mayor <br />Hardin asked al~out working with Waste Management. Mr. Schroeder stated that we had <br />proposed purch{~sing property west of the hillside from Waste but we were not able to get <br />that. He offere~ that Waste Management could be contacted again. Mr. Kurak stated that <br />there is a spot Or two that would work for a park/open space area but the hill is kind of <br />steep. There ar~. at least two good spots for an access. Mr. Deemer commented about the <br />south end of th~ lake. He added there could not be a public access because the wetland <br />cannot be filled~ The test wells were also talked about. Jean Beaubien, 15855 Traprock <br />Street N.W., Ragasey, stated that she understands her property will be the trail head for the <br />equestrian trail. ;Parks/Utilities Supervisor boos stated that the Traprock Riding Arena was <br />to be the trail hq.ad and it should not be overlapped on her property. Ms. Beaubien talked <br />about the horse tnanure on her road but stated that her main concern is that's her property. <br />She has given ~t 155 foot easement to the City already and added that she enjoys her <br />property and is ~oncerned about the wetlands. She felt that Ramsey does not have a real <br />good record regarding ,keeping care of wetlands. If more land is taken from her, she felt <br />that it would "s-_c!,,w up' her property. Mr. Jankowski stated that the intent is to retain trails <br />within the right-Of-way. Ms. Beaubien inquired if the City has been out to that area to look <br />at the property. - She commented on the sound of gunshots from the gun club and asked <br />what legal rights are for someone who is thrown from a horse because of the gunshots. <br />She added that she resents the City taking more of her land. She inquired how the City <br />plar~s to manage the horse manure on these trails. Staff was directed to refer this <br />discussion to th6 Horse Care Board. <br /> <br />Motion carried. 'Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to direct <br />Staff to have cOrlsultants prepare for Council review, the final maps and verbiage for the <br />comprehensive plan updates pertaining to land use, transportation, and parks and trails, as <br />follows: that theltrail on the west side of Sunfish Lake be shown as an on-road trail and the <br />eastern portion o~ that trail system would be concurrent with subdivision development. In <br />the interim, the ~astern portion of the trail should be redrawn so as not to imply that the <br />City will be con~emning homes for trail alignment.
