MEMORANDUM <br /> <br />DATE: <br /> <br />June 15, 1995 <br /> <br />TO: <br /> <br />CC: <br /> <br />FROM: <br /> <br />Dave Baack, President, RYAA <br /> <br />Ried Drogmuller, Vice-President, RYAA <br />Park and Recreation Commission <br />Mayor and City Council <br />Jessie Hart, Finance Officer <br /> <br />Mark Boos, Parks/Utilities Supervisor <br /> <br />SUBJECT: <br /> <br />1996 - 2001 Parks Capital Improvement Program (CIP) and June 13, 1995 <br />Meeting Smmmry <br /> <br />As you are aware, We Park Commission is formulating its Five-Year CIP, including a detailed request for <br />1996. On June 13,you and I met to discuss a multitude of RYAA issues, including short and long-term <br />needs of the associ~[tion. As the background information I left with you indicates, $98,000 is currently <br />shown within the CIP for Central Park's expansion and/or field lighting for 1996. The consensus of the <br />Commission on Julae 8 was to maintain that approximate amount for the above use(s) within the <br />recommendation to ~ity Council. You suggested that while expansion of Central Park's athletic fields to <br />the east would serv~long-term needs, softball field lighting would provide more important benefits in <br />1996. At this time, ~ informed you that the City is meeting in July with the owners of the property east of <br />Central Park. <br /> <br />Relative to RYAA providing planning recommendations to the Commission for CIP formulations, the <br />following statement~ or actions were agreed to: <br /> <br />RYAA will prioritize all potential improvements to Central Park, i.e. lighting, fencing, concession <br />stand relocation/improvement, scoreboards, parking, additional fields, basketball standard or <br />court, tennis ifacilities. <br /> [ <br />You will ins~e the membership receives relevant information, perhaps in conjunction With the <br />next board meeting to provide for adequate feedback. <br /> <br />This fall or Winter, RYAA will provide a delegate for committee assignment in the designing of <br />Alpine Parki(Landffil/153rd Avenue site). For instance, in addition to serving neighborhood <br />needs (playground, etc.) what should the make-up be? Primarily soccer? A mix of <br />softball/base~_all and soccer/football? Can some light standards be shared for skating rinks and <br />athletic fields7 A combination concession building and wanning house? <br /> <br />RYAA will provide the City a participation report detailing numbers of children by activity, with <br />general inforhaation as to what part of the City they are from, if possible. <br /> <br />The City will attempt to provide a five-year forecast using the above statistics for CIP and RYAA <br />planning. <br /> <br />The Park and Recreation Commission is conducting a public hearing on the CIP July 13, 1995, at 6:30 <br />p.m. at City Hall. S~f will attempt to have a draft CIP for analysis which will be prepared the week of <br />June 19. Any information available at this time will be helpful, particularly prioritization of improvements <br />to Cen~al Park. T_h{ Commission is scheduled to finalize a CIP recommendation on August 10. City <br />Council s Finance C~mmittee is scheduled to receive it on August 22, 1995. <br />As always, call if I can be of assistance. <br /> <br /> <br />
