Case #2

INTRODUCE CONCEPT PLAN FOR CENTRAL PARK'S "EAST 35 ACRES"
By: Mark Boos, Parks/Utilities Supervisor

Background:

As the Commission is aware, the City continues to pursue acquisition of the 35 acres east of the
existing 45 acre {2entral Park. The primary need is for additional athletic fields in a common
location. The Pa~k and Recreation Commission's Proposed Capital Improvement Program (CIP)
allocates $105,000 in 1996 for Central Park, which could be used for acquisition/development.
Central Park wag donated to the City in 1983 in exchange for waiving about $1,200 in street
assessments.

Observation:

Federal Cartridge, owners of the property, state they have no immediate plans for the parcel and
are aware of the City's desires. If the City were to purchase the land at market rates, it would
likely deplete a major portion of the 1996 expansion/development budget.

To aid in the exar0ination of the value of the piece to the City and to provide evidence to Federal of
the City's intentiofi~ s, Staff has drafted the attached concept plan.

As a point of this information, the City is still awaiting information on the number of kids
participating in RYAA in 1995 and their projections on the breakdown by activity. The earlier
memo is attached.;

Commission Action:

Provide planning recommendations for Central Park.

Reviewed by:

City Administrator
Finance Officer
Parks/Utilities Supervisor

P&R: 8/10/95

/kaj
