Case <br /> <br />RECON~MEND PARK DEDICATION FOR BRANDSETH ADDITION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />#1 <br /> <br />Background: <br /> <br />Mr. Blaine EdmU. ndson is requesting sketch plan approval of Brandseth Addition, located in the <br />southwest cornef~of the intersection of 153rd Avenue N.W. and T.H. g47. The plat consists of <br />approximately 2:1.5 acres proposed to be platted into 45 single family residential lots served by <br />municipal water ~d sanitary sewer. <br /> <br />The following ite ~ms are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Si~ location map <br />PrO, posed sketch plan <br />Ci~ Staff review letter dated August 29, 1995 <br />September 5, 1995 Planning Commission case <br /> <br />Observations: <br /> <br />On September 5, i1995, the Planning Commission recommended the developer apply for rezoning <br />and preliminary ~)lat approval as proposed in the sketch plan unless the Park Commission's <br />recommendation ~ould result in any re-configuration of the plat. <br /> <br />There is no parlqopen space proposed within the sketch plan. It is Staff's opinion that the <br />recreation and o~n space needs of the residents of Brandseth may be met by the existing and <br />planned for amenities nearby, if adequate access routes are Provided. It has been a goal to have at <br />least one neighborhood park within proximity of each new subdivision. This need may be met by <br />Solstice Park, the~ Ramsey Elementary School, or perhaps some day, a park area adjacent to the <br />Municipal Center2 <br /> <br />The Commission ~vill note that the southwesterly street is stubbed out to allow future development <br />south of the plat, ~ossibly linking to Pondvale Estates 2nd Addition. Near the cul-de-sac on 150th <br />Lane N.W. (in Pr~ndvale) is a small trail corridor which is the depth of one lot. To the south is <br />another lot whicl~ borders 149th Lane N.W. The owner of the lot between the existing corridor <br />and 149th Lane Bt.W. has recognized the import of providing a pedestrian route from all of the <br />homes in this areS, north to the crosswalk at 150th l_,xte N.W. and County Road #5, via a corridor <br />obtained from his!lot. <br /> <br />The other consicl~.' ration for Brandseth's expected 60+ kids, would be for a path along 153rd <br />Avenue N.W. between T.H. #47 and County Road #5. This would assist with accessing the <br />future Alpine Parl~ and County Road #5 itself. (Remember the aforementioned link from Pondvale <br />to 149th Lane is I~. ot accessible directly from Brandseth yet - but is from County Road #5.) The <br />other immediate d~estination is, of course, the Ramsey Elementary School. <br /> <br />Attached is a PraiSe District map with recreation travel routes depicted with arrows. The possible <br />one route not d~-'~ cussed in this case is depicted with a dotted arrow. Both of the above <br />recommendations]observations are within the Prairie ?ark District and are in keeping with policies <br />relating to use of ~ark dedication contributions within or benefitting the district. Brandseth's cash <br />contribution rate,~ased upon 45 urban dwellings, would be $36,000 (45 lots x $800 per unit). <br /> <br />An additional issue within the Commission's charge is tree conservation. There are a large number <br />of transplantable l~astem Red Cedar on the site. Those that are not affected by grading of the site <br /> <br /> <br />
