REQUEST <br /> <br />FOR SKETCH PLAN APPROVAL OF <br /> CASE OF BLAINE EDMUNDSON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br /> CASE # <br />BRANDSETH; <br /> <br />Background: <br /> <br />Blaine Edmund~n is requesting sketch plan approval of Brandseth located in the southwest comer <br />of the intersec.~n of 153rd Avenue N.W. and T.H. g47. The plat consists of approximately 22.5 <br />acres proposed ~to be platted into 45 single family residential lots served by municipal water and <br />sanitary sewer, i <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />.iioi;location map <br /> posed sketch plan <br /> Staff review lettkr dated August 29, 1995 <br /> <br />Notification:- <br /> <br />No notificationito adjacent residents is required for the sketch plan process. However, prior to Mr. <br />Edmundson applying for sketch plan review, a meeting was held with the adjacent property <br />owners to the s~uth to determine any concerns or interest in participating in the project. An official <br />public hearing CAll be conducted at the time preliminary plat approval is applied for. <br /> <br />ObservationS: <br /> <br />A majority of the property is zoned B-1 Business except for a small portion along the south plat <br />boundary whicla is zoned R-1 Urban Residential and is'being acquired from an adjacent property. <br />The developer~is proposing to rezone to R-1 Urban Residential and retain some B-1 Business <br />property adjac{;nt to T.H. #47. The developer is proposing to install the public improvements as a <br />private develop?:nent project with no financial participation on the. part of the City. <br />The preliminar~ plat will have to verify that all lots meeting the minimum area and dimensional <br />requirements, gdl lots will receive access from interior streets and one access to the plat is planned <br />from 153rd Avenue N.W. The one cul-de-sac in the plat does not exceed the 600 foot maximum <br />length restrictic~n. <br /> <br />Drainage will ineed to be discharged to Protected Wetland 729 or 658 which are located <br />approximately il,000 feet to the south. Installation of outlet control on these wetlands should be <br />anticipated as ~ essential element for the development of this plat. <br /> <br />The Park Commission will be reviewing the plat at their regular September meeting. <br />Recommendation: <br /> <br />City Staff recommends that the developer be directed to proceed to apply for preliminary plat <br />approval. <br /> <br />-/ <br /> <br /> <br />
