Said development received preliminary
plat approval frclm the City on August 22, 1994 and consists of 65 acres proposed to be
subdivided into 7~-. single family lots. Ms. Frolik explained that the applicant is proposing to strip
the topsoil, remo,~e and export approximately 15,000 cubic yards of materials, and replace the

topsoil. The appli
dumps south on B
Boulevard, and th
off County Road
number of homes
haul route be that

:ant proposes that the material would be removed from the site by hauling belly
~tassium Street and west on 145th Lane and Sunfish Lake Drive to Sunfish Lake
:n the empty trucks would return to the site by going north on Tungsten Street
gl 16, east on 143rd Lane and north on Potassium. Due to the substantial
existing on the proposed ingress route, City Staff is recommending that the only
vhich has been proposed by the applicant as the egress route.

The Planning Commission proceeded to review the Findings of Fact.

Motion by Commi.'ssioner Deemer and seconded by Commissioner Holland to accept #1 through
#12 as presented.'

Motion carried.: Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland,
Hendriksen, LaDa~e, and Terry. Voting No: None. Absent: Commissioner Thomd.

Commissioner D~mer commented that the decision on the hauling route has great bearing on how
the remainder of the facts are approved.

John Peterson, Good Value Homes, responded that it would be difficult to ingress and egress on
Sunfish Lake DriVe because it is narrow and lined with trees on both sides. He reported that them
is a company int~ested in the material being hauled, and they feel they could possibly provide
flagmen or peopl~ on hand-held radios to direct traffic. He suggested taking the proposed egress
route and devise alsystem for traffic control so that the trucks do not meet on that road.

Commissioner Daemer confirmed that there is approximately 700 feet of road where the trucks
cannot meet.

Commissioner Holland inquired if the applicant had any other objections.

Mfr...Peterson replied them w.ere none. He agreed that the only other option was to go through an
ex,sUng developrn~nt, and using only the proposed egress route will impact fewer people.

Motion by Comm!ssioner Deemer and seconded by Commissioner Holland to amend #13 through
#19 in the aff'u'ma/ive.

Further Discussion~: Commissioner Deemer noted for the record that there were no objections from
residents on 146t~ Lane and "he owns the rest."

Planning Commission/August 1, 1995
