Case~ <br />ADDITIo~ qff' <br /> <br />Background: <br /> <br />Mr. Blaine EdmU. ndson is requesting sketch plan approval of Brandseth Addition, located in the <br />southwest corneriof the intersection of 153rd Avenue N.W. and T.H. ~47. The plat consists of <br />approximately 22.5 acres proposed to be platted into 45 single family residential lots served by <br />municipal water ~nd sanitary sewer. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Prb~ posed sketch plan <br />City. Staff review letter dated August 29, 1995 <br />September 5, 1995 Planning Commission ease <br /> <br />Observations: <br /> <br />On September 5,'~1995, the Planning Commission recommended the developer apply for rezoning <br />and preliminary plat approval as proposed in the sketch plan unless the Park Commission's <br />recommendation Would result in any m-configuration of the plat. <br /> <br />There is no parlqopen space proposed within the Sketch plan. It is Staffs opinion that the <br />recreation and o~en space neekls of the residents of Brandseth may be met by the existing and <br />planned for amemfies nearby, if adequate access routes are Provided. It has been a-goal to have at <br />least one neighborhood park within proximity of each new subdivision. This need may be met by <br />Solstice Park, the[ Ramsey Elementary School, or perhap.s some day, a park area adjacent to the <br />Municipal Center. ._ <br /> <br />The Commission v, ill note that the southwesterly street is stubbed out to allow future development <br />south of the plat, possibly linking to Pondvale Estates 2nd Addition. Near the cul-dersac on 150th <br />Lane N.W. (in P~ndvale) is a small trail corridor which is the depth of one lot. To the south is <br />another lot which~ borders 149th Lane N.W. The owner of the lot between the existing corridor <br />and 149th Lane ~.W. has recognized the import of providing a pedestrian route from all of the <br />homes, in this are.~', north to the crosswalk at 150th Lame N.W. and County Road #5, via a corridor <br />obtmned from h~s!lot. <br /> <br />The other consid~eration for Brandseth's expected 60+ kids, would be for a' path al'ong 153rd <br />Avenue N.W. between T.H. #47 and County Road #5. This would assist with accessing the <br />future Alpine Parl{ and County Road #5 itself. (Remember the aforementioned link from Pondvale <br />to 149th Lane is got accessible directly from Brandseth yet-' but is from County Road #5.) The <br />other immediate ~Sfinafion is, of course, the Rarnsey Elementary School. <br />Attached is a Prait'ie District map with recreation travel routes depicted with arrows. The possible <br />one route not dt~eussed ~n th~s case ~s depmted with a dotted arrow. Both of the above <br />recommendations/observations are within the. Prairie I;ark District and are in keePing with policies <br />relating to use of ~ark dedication contributions within or benefitting the district. Brandseth's cash <br />contribution rate, based upon 45 urban dwellings, would be $36,000 (45 lots x $800 per unit). <br /> <br />An additional issue within the Commission's charge is tree conservation. There are a large number <br />of transplantable gastern Red Cedar on the site. Those that are not affected by grading of the site <br /> <br /> <br />
