City of Ramsey
Comprehensive Plan Amendment
Transportation Element

TABLE 3-3
VOLUME:CAP~ tCITY RATIO AND LEVEL OF SERVICE RELATIONSHIP

V/C RATIO LOS DESCRIPTION OF ROAD CONDITIONS
0.00 - 0.60 "A" Free flow. Individual motorists are virtually unaffected by
others in the traffic stream.
0.61 - 0.70 "B" Stable flow. Presence of other drivers begins to be noticed, but
freedom to select desired speed is unaffected by other
motorists.
0.71 - 0.80 i "C" Stable flow. Individual motorists are significantly aware of
others. Ability to select travel speed is affected by others.
0.81 - 0.90 "D" High density, but stable flow. Speed and maneuverability are
r severely restricted. Motorists and pedestrians experience poor
comfort levels. LOS "D" represents acceptable operations.
0.91 - 1.00 ~ "E" Operating conditions are near or at capacity. All speeds are
reduced to Iow. Maneuverability is extremely difficult, and
comfort/convenience is extremely poor. LOS "E" represents
i unacceptable operations.
> 1.00 r "F" Forced breakdown of progression within the traffic stream
~ characterized by stop and go waves, which are very unstable.

turce:
Hi ~way Capacity Manual, Institute of Transportation Engineers, 1985.

Current and forec[ast, daily traffic volumes for the study area are shown on Figure 3-4. A
comparison of current traffic volumes and available capacity of existing roads indicated that
key roads in Ram~ey operate at LOS "C" or better. Analysis of the 2010, daily traffic
forecast for TH 4'~, between CSAH 5 and CR 116, indicated an increase from 8,800 to
14,530 vehicles p~r day. By itself, this increase is not critical, because the traffic-carrying
capacity of this segment' of TH 47 will accommodate the forecast volume at acceptable LOS

Other issues, suc~ as the design and geometrics of this segment of TH 47 and future
development oppdrtunities, when combined with the 65 percent increase in daily traffic, are critical.

Page 3-15
