City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />3.4 RECOMMENDED ROAD SYSTEM AND PUBLIC TRANSPORTATION PLAN <br /> <br />This section of the Comprehensive Plan Amendment presents recommended road and trail <br />system facility improvements and expansions. The recommendations were developed to <br />respond to the issues and needs described in the previous section. <br /> <br />Functional Classification of Roads <br /> <br />The functional classification system used by the City of Ramsey should be consistent with the <br />system used by higher level jurisdictions. This is particularly important since Anoka County <br />and Mn/DOT operate and maintain some of the roads within the City. Additionally, Federal <br />Intermodal Surface Transportation Efficiency Act (ISTEA) funding that is made available to <br />local jurisdictions through the Metropolitan Council is often directed to specific functional <br />classes of roads. For example, Surface Transportation Program (STP) and Congestion <br />Mitigation Air Quality (CMAQ) funds are targeted to principal and "A" minor arterials. <br /> <br />While these funds might not be inaccessible to a community that has classified an "A" minor <br />arterial as a major arterial, use of a functional classification system that is consistent with the <br />Metropolitan Council and other agencies that provide funding for transportation facility <br />improvements, will eliminate confusion and administrative obstacles as well as enable the <br />community to plan in a manner consistent with the funding agencies. <br /> <br />Figure 3-5 illustrates the recommended functional classification for the City of Ramsey. <br /> <br />Travel Demand and Road Level of Service <br /> <br />TH 10 Land Use and Trip Generation <br /> <br />Maintaining an acceptable Level of Service on TH 10 is a major goal of the Metropolitan <br />Council, Mn/DOT, and the City of Ramsey. An important factor affecting TH 10 Level of <br />Service is the trip generation potential of Ramsey's designated land uses north of TH 10, and <br />between CR 83 and CR 56. To address this issue analysis was conducted to determine the <br />trip generating potential of the land use designations recommended in Section 2.0 of this <br />document. Further analysis was conducted to compare the existing and recommended trip <br />generation potentials. Table 3~4 shows the results of this analysis. <br /> <br />Page 3-20 <br /> <br /> <br />
