City of Ramsey
Comprehensive Plan Amendment
Transportation Element

Alternative extensions from the Shopping Center would either go directly north along TH 65
or northwest, genially along TH 10. The extension along the TH 10 corridor would
terminate in Anok~t near the TH 10/169 interchange. A further extension of the line along
TH 10 into and th!ough Ramsey would not be feasible until after 2010. Feeder bus services
would be providedl on TH 47 to transport LRT passengers to the LRT station along the TH
10 corridor.

Travel Demand M~nagement

All metropolitan ar~ea communities preparing transportation plans are to consider methods and
approaches to redu~:ing demand on the metropolitan highway system. Travel Demand
Management (TDI~.) refers to the application of transportation strategies to influence the
level of daily trave~ on the existing road system through management programs versus design
or operational metliods. The concept of managing travel demand in suburban and exurban
settings is fairly n~W.

The goals of a TDM program is to meet specific traffic objectives such as increased auto
occupancy rates, dicreased peak hour travel, and increased transit use. Benefits may
include:

Reduced traYel demand and traffic congestion
Reduced de,and for new roads
Preservatior~ of limited financial resources
Energy coMervation and improved air quality

A TDM program ir~volves specific steps to improve the efficiency of the road network by
focusing actions oniland use development trends, vehicle-carrying capacity efficiencies, and
accessibility. Basi~ elements of the TDM program recommended for Ramsey include the
following actions that should be implemented by the City:

· Establish a Travel Management Organization (TMO) to advocate and promote TDM.
Enlist citizel~s, elected officials, TH 10 businesses, educators, etc. to serve in the
organization.! A representative from Ramsey's TMO could also serve on the Anoka
County TM~ to gain greater exposure to TDM strategies that are being adopted
throughout the region.

Page 3-31
