CASE <br /> <br /> REQUEST FOR PRELIMINARY PLAT APPROVAL OF NORTHFORK ITASCA <br /> SHORES; CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />North Fork, Inc. is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. located southwest of Lake Itasca. The plat is to be named Northfork Itasca Shores and <br />consists of 11 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed preliminary plat, grading plan & supporting language <br />City Staff review letter dated November 29, 1995 <br /> <br />Observations: <br /> <br />All of the lots meet the one acre minimum lot size and are at least I60 feet wide at the street <br />frontage or building setback line. <br /> <br />The lots arc proposed to receive public access from a 1,100 foot cul-de-sac proposed to be named <br />Itasca Circle, which is a deviaiton from the grid pattern and requires Council approval. As for the <br />cul-de-sac length, City Staff is recommending approval of same Mth a landscaped center island <br />consUmcted in the bubble to facilitate the movement of larger vehicles to the cul-de-sac bubble and <br />around the center island and back out of the neighborhood again without the need for stopping and <br />backing up to achieve the radius necessary to exit the area. In lieu of no alternative or second <br />access to the neighborhood, the developer has ag;reed to provide an easement extending south from <br />the cul-de-sac bubble to intersect with the trail easement within the power line easement to the suth. <br />These combLned use of these easements can provide an alternate access to 153rd Avenue N.W. in <br />an emergency situation. To facilitate movement of the larger public service and emergency <br />vehilcles within these easerfients, Staff is recommending that a 9 foot wide bituminous path be <br />constructed in the easement running south off the bubble and west to 153rd Avenue. It is also <br />recommended that the developer pave a trail to the east east to connect with the existing trail <br />system. The developer would be reimbursed for trail construction running east to connect with the <br />existing trail system at a rate of $6.00 per foot. <br /> <br />Park dedication will be affirmed by the Park Commlssion on December 14, 1995 in accordance <br />with the May 9, t989 Northfork Park Dedication Agreement. <br /> <br />The Grading and Erosion Control Plan needs to be modified .to identify measures taken to protect <br />existing trees and the planting of one 2-inch diameter tree in the front yard of every lot. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the developer be directed to proceed to final Plat stage contingent upon <br />compliance with City Staffre,Aew letter dated August 9, 1994. <br /> <br />Motion to: <br />Recommend that City Council grant/deny preliminary plat approval to Northfork Itasca <br />Shores conttingent upon developer compliance with City Staff Review Letter dated <br />November 29, 1995. <br /> <br />Review Checklist: <br /> <br />PC: <br /> <br />City Administrator <br />City Engineer <br />Parks & Utilities Supervisor <br />12/5/95 <br /> <br /> <br />
