City of Ramse&.. <br />Comprehensive Plan Amendment <br /> Transportation Elemetit <br /> <br />3.3 TRANSPORTATION ISSUES AND NEEDS <br /> <br />This plan amendment was prepared to respond to a number of land use and transportation <br />issues in the City of Ramsey. Prior to its adoption, planning for the transportation system in <br />Ramsey was based on the 1980 Comprehensive Plan and the 1989, 1990, 1992, and 1993 <br />Comprehensive Plan Amendments. Since completion of these documents, however, the City <br />has experienced continued growth in population and increased pressures for residential <br />development. <br /> <br />As a result of population growth and the need for residential development, City officials and <br />staff decided to re-evaluate previous commercial and industrial land use designations for a <br />2,363 acre tract of land north of TH 10 and between CR 83 and CR 57. The intent of the <br />evaluation was to determine where it might be appropriate to substitute commercial and <br />industrial land use designations with residential designations. Because transportation facilities <br />should be located and designed to respond to land use and development, any revisions to the <br />existing land use plan would require analysis of the existing transportation plan. <br /> <br />In addition to re-evaluating the transportation plan to respond to changes in the land use plan, <br />the transportation element of the Comt~rehensive Plan Amendment was prepared to address <br />the following issues and needs: <br /> <br />· <br />· <br />· <br />· <br />· <br /> <br />Functional classification of roads <br />Road Level of Service and travel demand <br />TH 10 <br />North/south roads <br />East/west roads <br />Mississippi River crossing <br />Overall accessibility <br />Public transportation <br />Trail system <br />Environmental conditions that impact transportation <br /> <br />Functional Classification of Roads <br /> <br />The City of Ramsey's current functional classification system for roads is not based on the <br />same system used by other jurisdictions, particularly Anoka County and Mn/DOT.
