drop off is just to the side of a traffic lane and it appeam that it wouldn't take much stacking of cars <br />to obstruct traffic. In addition, the area that was previously dedicated solely to truck loading and <br />unloading is now a combination of loading area and parking lot which could be a traffic hazard. <br />Also, student traffic between the rear of the building and the south play ama would probably end <br />up traversing through the parking lot. <br /> <br />It is Staffs understanding that the applicant and the architect met with neighboring property <br />owners and representatives of other local youth athletic organizations on December 19 to review <br />possible modifications to the site plan. As a result of that meeting, the applicant has relocated the <br />ballfields from the south side to the west side of the school, putting more distance between the <br />ballfields and the neighbors to the south. <br /> <br />Staff had previously recommended that lighted, school zone signs be installed on C.S.A.H. #5 at <br />both the north and south approaches to the school. The Anoka County Highway Department has <br />declined that recommendation based on the limited numbers of walkers to P. amsey Elementa.ry. <br /> <br />The required 20 foot deep landscaped area adjacent to Nowthen Blvd. will be provided. <br /> <br />For pedestrian and handicap traffic purposes, it was previously recommended that the site plan be <br />modified to provide: a) a 10 foot wide bituminous trail parallel to C.S.A.H. #5, along the entire <br />site; b) grading for future trails from the northwest and southwest to bring foot traffic in from <br />adjacent neighborhoods; c) handicap access to the public recreation areas (hard surface pavement <br />with no greater than 5% slope). The trail seg-ment parallel to C.S.A.H. #5 should connect with the <br />trail constructed in Haubrich Addition to the north. <br /> <br />The out. standing items yet to be provided on the site plan are as follows: <br /> <br />a) <br /> <br />b) <br /> <br />Indications that the outer edge of ali bituminous surfaces wilt be finished with B- <br />612 concrete curbing. <br /> <br />A ten foot wide bituminous trail parallel to'Nowthen Blvd. N.W., ~aded trails <br />from the northwest and southwest to the school facility, and handicap accessible <br />trails to the public recreation areas. <br /> <br />c) <br /> <br />Although an area for a proposed sedimentation basin has been identified on the site <br />plan, a ~anding and drainage plan needs to be provided. <br /> <br />Recommendation: <br /> <br />CiTy Staff recommends approval with contingencies. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that Ci~, Council ~ant f'mai plat approval to the site plan for the expansion of <br />Ramsey Etememaw School contingent upon modifying the site plan to include B-612 <br />concrete curbing around the perimeter of ail bituminous surfacing, providing for the <br />various recommended wails, submittai of an acceptable cL-ainage plan, revising the north <br />enu-ance back to a single access point, and rework of the sou~ parldng tot. <br /> <br />Review Chec~st: <br /> <br />PC: <br /> <br />CiD, Ad_m_inisu-ator <br />CiD~ En~_neer <br />Parks & Ufiiifi~s Supe~'isor <br />i/3/95 <br /> <br /> <br />
