We have also received the <br />Preliminary Plat Grading Plan consisting of one (1) sheet, also prepared by Flakanson Anderson <br />Associates, Inc., dated January 18, 1995. We offer the following comments: <br /> <br />_General and Zoning: The subject property is approximately 18 acres in size and is zoned <br />R-3 Urban Residential. It is necessary to rezone the property to R-1 Urban Residential and <br />the developer has made application at the City accordingly. At the time of sketch plan <br />review, the subject property was not within the Municipal Urban Service Area (MUSA). <br />The Metropolitan Council has recently approved the City's request for a MUSA expansion <br />and as a result, the subject property is now in the MUSA. <br /> <br />Lot Sizes and Dimensions: The minimum lot width in the R-1 Urban Residential District is <br />80 feet, or 90 feet on comer lots, and the minimum lot area is 10,800 square feet. All of <br />the lots in the plat meet the area requirement and the lot width requirement is met at either <br />the road frontage or the building setback line. The structure setback from Hwy. #47 is 110 <br />feet from the centerline or 50 feet from the fight-of-way line, whichever is greater. The <br />preliminary plat reflects that all lots adjacent to Hwy.#47 will be able to meet the structure <br />setback from thoroughfare requkement. <br /> <br />It is noted that the 'configuration of Lot 5, Block 1 is somewhat inconsistent with the <br />remainder of the lots. The developer may wish to plat the north part of this lot into a <br />triangular shaped outlot for future development when the property to the north develops. <br /> <br />Access to Lots: All lots in the plat would be accessed by.interior streets and no lots will <br />have direct access onto Hwy. #47. <br /> <br />Wetlands: There is a wetland in the south end of the plat which has been delineated. <br />Copies of the delineation worksheet should be submitted for documentation in the project <br />file. <br /> <br />Streets: City Staff is recommending that the entirety of the north/south street be named <br />Cobalt and the entirety of the east/west street be named Barium. Streets have been platted <br />to property boundaries to accommodate future extension of streets and development to the <br />north. The plat has been designed with a through street from Gorham's Sandy Acres to the <br />east. In accordance with Staffs requirements at the time of sketch plan review, the wetland <br /> <br /> <br />
