Preliminary Plat <br /> Sunfish Square <br /> <br />October 1, 1993 <br /> <br />Dear Sylvia: <br /> <br />We have reviewed the preliminary plat for Sunfish Square, to be located east of CR 57 <br />(Sunfish Lake Blvd.) and north of CR 116 (Industry Ave.) within the City of Ramsey, <br />and I offer the following comments: <br /> <br />Righ!-of-way depicted'on the plat adjacent to CR.57 and CR 1!6 is acceptable as <br />shown (60 feet from centerline). It appears'that intersection sight distance. <br />requirements will be me~ at the .Vanadium St./CR lq_6 and 142nd Ave./CR 57 <br />intersections. The city and the developer should ensure that all applicable sight <br />distance requirements at both locations. <br /> <br />The plat should be re-worked so as to'provide access for Lot 33 of Block #2 (the <br />multirfamily parcel):from the local streets, given the proximity of the CR li6/CR <br />57 intersection. Since all parcels except the commercial site will have access onto <br />the city streets, right-of-access along CR 116 (with exceptions at Vanadium St. <br />and the commercial site) and along CR 57 (with exceptions at 142nd Ave. and <br />the commercial site) should be dedicated to Anoka County. <br /> <br />The commercial site is Iocated poorly fi:om a county highway operational <br />standpoint, as it Mil.generate increased turning movements and driver distraction <br />near a major intersection. An access onto CR .116. from this parcel would also be <br />located within an existing right turn lane for' westbound CR 116 traffic. It should <br />b~ noted that when the CR ll6/CR 57 intersection is rebuilt in the future, it's <br />design will incorporate raised medians which are likely..to extend 800-1000 feet <br />from the intergection. Access within the areas of the raised median will then <br />become right.in/right out. .. <br /> <br />Calculations must be provided· to this department which Show that any drainage <br />from this'development to the county highway ditch along CR 116 or CR 57 will <br />not exceed the existing flow under similar conditions. <br /> <br />Affirma'tive Action / Equal Opportunity Employer <br /> <br /> <br />
