CASE <br /> <br />REQUEST <br /> <br />POR SKETCH PLAN REVIEW OF ALPINE FIRST ADDITION; <br /> CASE OF CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you may know, there was an agreement between Waste Management of Minnesota, Inc. and <br />the City of Rams{~y wherein it was stated that if the landfill was not developed as a ski hill, then <br />Waste Managemeht would deed approximately 50 acres to the City of Ramsey on the north side of <br />the landfiI1. The~ki hill development was not feasible and through negotiations with the City, <br />Waste Management deeded some 112 acres to the City. The City is now proposing to plat the <br />property. <br /> <br />The following itentls are enclosed for your information: <br /> <br />a) Sit{t location map <br />b) Pro )osed sketch plan <br /> <br />Observations: <br /> <br />The two outlots on <br /> <br />the north side of 153rd will be retained by the City for furore development. <br /> <br />The City will also 'etain Lots 1 and 2 for park development. However, if the entirety of these lots <br />are to be dedicate~ to park uses, then they should be designated as Park. <br /> <br />Lot 3 must be dee~ted back to Waste Management of Minnesota, Inc. to f,u_lfill their obligation to <br />provide a 300 food wide buffer between the toe of the slope and Ramsey s prOperty. City Staff <br />recommends that tl~s lot be designated as an outlot because it has no public access and it should be <br />clearly identified tltat it is not considered buildable. <br /> <br />City Staff is recommending that the 100 foot wide drainage and utility easement on the west <br />property line be pl~ttted as Lots in preparation for their acquistion from Waste Management and <br />City of Ramsey an~l development with transmission lines by Anoka Municipal Utility. <br /> <br />Recommendatioi~: <br /> <br />City Staff recommends sketch plan approval and forwarding the plat to Council for final plat <br />approval. <br /> <br /> Commissii~n Action: <br /> <br /> Motion to: <br /> Grant sketch plan approval to Alpine First Addition and recommend City Council grant <br /> final plat to 'Same. <br /> <br />Review Checklist: ~ City Administrator <br /> City Engineer <br /> r <br /> <br />PC: ~ 2/7/95 <br /> <br /> <br />
