CASE

REQUEST FOR SKETCH PLAN REVIEW OF ALPINE FIRST ADDITION;
CASE OF CITY OF RAMSEY
By: Zoning Administrator Sylvia Frolik

Background:

As you may knoW, there was an agreement between Waste Management of Minnesota, Inc. and
the City of Ramsay wherein it was stated that if the landfill was not developed as a ski hill, then
Waste Managem~.nt would deed approximately 50 acres to the City of Ramsey on the north side of
the landfill. Thelski:f hill development was not feasible and through negotiations with the City,
Waste Managembnt deeded some 112 acres to the City. The City is now proposing to plat the
property.

The following items are enclosed for your information:

a) Si~e location map
b) PrOposed sketch plan

Observations:

The two outlots on the north side of 153rd will be retained by the City for future development.

The City will alsoiretain Lots 1 and 2 for park development.

Lot 3 must be dedded back to Waste Management of Minnesota, Inc. to fulfill their obligation to
provide a 300 fool wide buffer between the toe of the slope and Ramsey's property. City Staff
recommends that ~is lot be designated as an outlot because it has no public access and it should be
clearly identified that it is not considered buildable.

The 100 foot wid6 utility easement along the west boundary of the property is intended to facilitate
Anoka Municipal ~./tility's construction of transmission lines.

RecommendatiOn:

City Staff recommends sketch plan approval with lot designation as described above.
Commission Action:

Motion to:
Grant ske~h plan approval to Alpine First Addition in accordance with City Staff
recommendations for lot designation.

Review Checklist:

PC:

City Administrator
City Engineer

3/7/95
