The Planning Commission voted to recommend that
City Council approve Rebecca Jackson's interim use permit for an
accessory apartment at 15720 Kangaroo Street N.W. declaring
terms of same, as amended. Forward to City Council. Council
tabled until there is an ordinance in place.

The Planning Commission directed Staff to work with
Commissioner Deemer on a proposed arterial thoroughfare setback
ordinance. The Planning Commission would like to review and
approve this before sending it on to City Council.

The Planning Commission directed you to research the possibility
of putting a time limit on appeals of variances granted by the City.
Code states that anybody affected by a decision by the
Board of Adjustment as 10 days from date of decision
to appeal.

Per Commissioner Deemer's request, research whether TIF can be
used'for right turn lanes on County Road #57.

Council voted to table the case on Canvas Craft and set up a
committee of you, Councilmember Hardin and Mayor Gilbertson to
meet with Mr. Franta. If the meeting cannot be scheduled until after
the new year, Councilmember Peterson will take Mayor
Gilbertson's place on the Committee. Schedule such meeting.
Meeting was held with Hardin.

Council granted preliminary plat for Townhouses of Rum River
Hills in accordance with the City Staff Review Letter dated October
27, 1994. Proceed to final plat stage.

Christmas Tree Lot signs were discussed. The Council talked
about having the Planning Commission review the sign ordinance
as it relates to seasonal, etc. As discussion ensued, it appeared the
consensus of the Council was that this would be a good discussion
for the workshop. Councilmember Zimmerman stated he felt that
with regard to Christmas Tree farms, the signs should pertain more
to the directional rather than to the price of the u-ecs.

It was noted that lhe staff direction dated 8/2/94 to Attorney
Goodrich requesting legal opinion with regard to a Kentucky case
in the Zoning Bulletin is still pending.
