KENKO

CONTRACTORS

March 17, 199S

Sylvia Frolik
Zoning Administrator
City of Ramsey
15153 No, then Blvd. NW
Ramsey, MN 5530

Re: Letter of Introduction

Fear Ms. Frolik:

Please allow this letter to introduce the applicant for site
plan approval Luvern McGrand, the owner and principal officer of
the Kenko Corporation (Kenko). Kenko was started by Mr. McGrand
some 20 years ago as a Minnesota subcontractor with one piece of e-
quipment. Today Kenko is a National prime contractor which still
maintains its principal offices in. Blaine, Minnesota. Today the
majority of our contract work is out state, however, we still per-
form the majority of our administrative functions in our Minnesota
offices. In this regard, we have out grown our Blaine offices and
this has caused us to look at several communities for office expan-
sion, which investigation brought us to your community a month ago.
We have presently come full circle back to your City due to a sound
business community, location, an accommodating attitude of staff
such as yourself and Jim Gromberg, and recommendations provided
from other businesses in the area.

As noted our Minnesota operations consist mostly of administra-
tive support for the National markets, which operations employ ap-
proximately twelve individuals. We also perform maintenance on e-
quipment in need of repairs that can not be performed in the field,
hence the requirement for a maintenance facility. Our maintenance
staff varies depending upon the season from four in the winter time
to two or three in the summer time. We recognized that this
facility will be the subject of scrutiny by the planning Commission
for purposes of esthetics, in this regard we have attempted to in-
corporate the recommendations of staff into our site. plan.

Kenko has also choose the City of Ramsey due to its desire to
open markets in Canada. Under the NAFTA agreement we believe that
we can access the Canadian market through the Red River Valley
trading corridor, therefore, our undertaking in the City is based
upon a long term business plan. At this juncture we hope that the
City will perceive our move with the same positive expectation
Kenko has in this relocation.

CORPORATE OFFICE - 1694 - 91st Avenue N.E. - Mpls., Minnesota 55449 - (612) 786-6510 - Fax (612) 786-6602
~]3THWESTERN DIVISION- 16415 Addison Road, SUite 308- Dallas, Texas 75248- (214) 931-9494- Fax (214) 931-5474

WESTERN DIVISION - Post Office Box 831 - Calimesa, California 92320 - (714) 795-2568 - Fax (714) 795-1840
Et]ual O~vortunitv / Affirmative Action Employer
