CASE <br /> <br />REQUEST ,~,OR SITE PLAN REVIEW OF PRO SPORTING GOODS AND <br />ANCHOR S AWAY; CASE OF MATT KUKER AND JEFFREY DEAL <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Matt Kuker and J~ffrcy Deal are seeking site plan approval to develop Lots 1, 2 and 3 of the <br />proposed Deal Inc~ustrial Park on a 2-phase schedule. The structures on Lots 1 and 2 would bc <br />constructed in 1995 and the addition to the structure on Lot 1 and the development of the structure <br />on Lot 3 would be iaccomplished in 1996. The proposed use of the buildings would be recreational <br />equipment sales, sSrvice and storage. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Sit~ location map <br />Site~ plan <br />City Staffrewew letter dated April 2~, I995 <br /> <br />Observations: <br /> <br />It is proposed that ~he site will main~n its two current accesses onto Hwy. #10 in the vicinity of <br />Lots I and the fu.~re development Outlet. Lots 2 and 3 are proposed to receive access via a <br />drive/parking laneko be developed adjacent to Hwy. #10 across the front of the parcels. The site <br />plan has been forwhrded to Mn/DOT for comment. <br /> <br />The front 17.5 fee~ of property on Hwy. #10 is to be void of any use and the site plan only shows <br />a 10 foot wide gre4en space. In lieu of the fact that the drive/park lane that encroaches this 17.5 <br />green space avoidi the need for additional accesses onto Hwy. #10, City Staff is recommending <br />reducing that clear ~pace to 10 feet in this case. <br /> <br />All of the stmctur{s meet the required setbacks. At the date of this writing, building elevations <br />have not been proqided but the developer has indicated that the facing finish on the structures will <br />be vertical wood sil:ling. ' <br /> <br />On the basis of retgil activity only, a minimum of 86 parking spaces would be required for the 3 <br />lots; in lieu of othdr services offered on the site, the developers are providing 122 parking spaces. <br />In accordance with!City Code, all of the proposed drives, off-street parking and maneuvering areas <br />are proposed to be ~urfaced with bituminous. The outer perimeter of all pavement is to be finished <br />with concrete curb ~tnd the developers should be required to modify the site plan to include curbing <br />of the bituminous ih the fenced area on the north side of Lots 1 and 2. <br /> <br />Lots 1 and 3 are inlcompliance with lot coverage restrictions; Lot 2 exceeds the limit by 58 square <br />feet. However, th{total lot coverage on the 3 lots does not exceed their combined total allotment. <br />City Staff recommends approval of the 58 square foot overage. . <br /> <br />The site plan did n~ot include any proposal for exterior lighting, landscaping or screened waste <br />storage and should be modified accordingly. <br /> <br />7 <br /> <br /> <br />
