CASE <br /> <br /> REQUEST FoR SITE PLAN REVIEW FOR A SUPERAMERICA FACILITY; <br /> CASE OF FAYETTE FUNDING <br /> : By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Mr. Sam Van Tassel of Fayette Funding, or Super America, has applied for site plan reivew to <br />construct and operat~ a Superamerica facility with car wash at the comer of C.S.A.H. #116 and <br />T.H. g47. The follo~ng items are enclosed for your information: <br /> <br /> a) Site lOcation map <br /> b) Site p~lan <br /> c) City Staff Review Letter dated June 1, 1995 <br /> <br />Notification: <br /> <br /> ; <br />Site plans are not required to be subjected to public hearings. This commercial development does <br />not present any pecul!ar impact to adjacent commercial properties and only Mn/DOT and the Anoka <br />County Highway Del~artment were provided with copies of the site plan for comment. <br /> <br />Observations: <br /> <br />The development indJudes a 3,520 square foot convenience store and an 864 square foot car wash. <br />The facility will be s~rved by municipal water and sanitary sewer. Access will be derived from a <br />private service roadlto be developed along the west property line of this River/47 Plaza plat, <br />thereby eliminating ahy need for direct access onto g47 or #116 from the 3 lots in the plat. <br /> <br />The proposed develbpment is in compliance with City Code as far as lot coverage, setbacks, <br />architectural standards, improved off-street parking and maneuvering areas, lighting, and waste <br />storage. <br /> <br />City Code does requ~.e a 20 foot wide landscaped yard adjacent to public roads. Although the <br />landscaping plan plodded is acceptable as far as planting material# and locations, the yards along <br />T.H. #47 and C.S.A.H. #1 I6 appear to be deficient of the 20 foot requirement. <br /> <br />The site plan indicates that runnoff is directed toward the west property line where it will be <br />discharged into the Opunty ditch and this is not acceptable. City Staff is requiring the submittal of <br />a Grading and Draina, ge Plan that shows grades and contours and provides for a detention pond to <br />collect the runoff an~provide for sedimentation and skimming prior to discharge into the wetland. <br /> <br />The comer of C.S./~.H. #116 and T.H. #47 has been identified as a desireable location for a <br />Ramsey entry sign.~ Perhaps discussions could be initiated to integrate such a sign with <br />Superamerica's signa~ge. <br /> <br />Recommendation:, <br /> <br />City Staff recommends site plan approval contingent upon compliance with the review letter. <br /> <br /> Commissior~ Action: <br /> <br />Motion to: <br />Recommend ~hat City Council grant site plan approval to Superamerica contingent upon <br />compliance w~th the City Staff review letter dated June 1, 1995. <br /> <br />Review Checklist: City Engineer <br /> <br />PC: <br /> <br />6/6/95 <br /> <br /> <br />
