The plan proposes to construct a 3,780 square foot maintenance building on the Rum <br />River Hills Golf Course. We offer the following comments: <br /> <br />Zoning; The site is zoned Planned Unit Development for which the golf course use and related activities <br />are approved. <br /> <br />L0; Coverage: Lot coverage is restricted to 35% and in lieu of the acreage on which the golf course is <br />platted, exclusive of homes, there is no concern that the club house and new maintenance building will <br />even get close to the 35% coverage restriction. <br /> <br />Utilities: The maintenance building will be served by an on-site septic system and well. utilities. <br /> <br />Setbacks; The structure setback from Hwy. #47 is 110 feet from the centerline or 50 feet from the <br />property line, whichever is greater. The structure is proposed to be located 140 feet from the Hwy. #47 <br />centerline and 80 feet from the west property line. The structure setback from the south property line is 35 <br />feet; the structure is proposed to be located 50 feet from the south property line. <br /> <br />Screenin g; Sections 9.11.09 and 9.11.20 of City Code require a 20 foot landscaped area along all streets <br />and a 40 foot wide landscaped area with screening between commercial and residential uses. Screening is <br />required to be 5 feet tall and may consist of any combination of berms, fencing and plantings; all plantings <br />must be at least 20 feet away from the road right-of-way line. The site plan proposes a 40 foot landscaped <br />area adjacent to Hwy. #47 and a 50-55 foot wide landscaped separation from the residential property to the <br />south. A 4 foot berm is proposed to screen the commercial use from Hwy. #47 and the residential district <br />to the south. The 4 foot berm does not meet the 5 foot minimum screening height requirement and in <br />conversations with Mr. Jeff Tollette, golf course manager, it has been determined that the site plan will be <br />modified to establish 2 foot spruce trees every ten feet on top of the berm. Mr. Tollette stated that it is also <br />his intention to extend the berm and plantings an additional 30 feet to the east from that which is shown on <br />the site plan. Staff must be provided with a modified version of the site plan. <br /> <br />Additionally, there is currently some outside storage of golf course landscape materials occurring within <br />the 40 foot separation area from the residential property to the south. Other accommodations must be <br />made for this outside storage so that it is not within 40 feet of residential property and it is screened from <br />view from any public right of way. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet and exterior wall finishes must be of <br />material that is 50% other than metal on the exposed walls. It appears from the building elevations <br />provided that the structure will be less than 35 feet high. The exterior facing finish proposed is vinyl <br />siding; this is in compliance with City Code and compatible to the clubhouse exterior. <br /> <br /> <br />
