The landscaping shown along the west and south property lines is existing. <br /> <br />Screening: Accord]ng to City Code, no screening is required along the north, south and west <br />property lines because of the commercial zoning on adjacent parcels. There is existing screening in <br />place along the east property line to buffer the site from the City-owned park land on the east side <br />of Xldmo Street. Staff is recommending that ff the relocation of the curb to the east property line <br />requires removal of existing tree screening, that they either be relocated or replaced with like size <br />plantings. Some additional trees to the number that currently exist on this property line are <br />desirable to intensify the affect of the screening; provisions for irrigating this newly landscaped and <br />screened area should also be made and identified on the site plan. <br /> <br />Architectural Standard~: City Code restricts structure heights to 35 feet and exterior wall finishes <br />must be of material that is 100% other than metal on the exposed walls. No building elevations <br />have been provided to support that these requirements will be met. However, it is staffs <br />understanding from conversations with the applicant that the structure will be made of rock face <br />concrete block. <br /> <br />Waae Storage: City Code requires that all solid waste and refuse receptacles shall be stored within <br />a completely screened structure or container. No waste storage area has been detailed on the site <br />plan. <br /> <br />Off Street Parking and Maneuvering Area - Design: City Code requires all driveways, off-street <br />parking, and maneuvering areas to be surfaced with bituminous and finished with B-612 concrete <br />curbing. The site plan must be modified to clearly identify the location and type of existing and <br />proposed hard surfacing and curbing. As a result of this project, pavement will be added along the <br />north side of the existing building. The north edge of this pavement must be curbed. <br /> <br />Off Street Parking - Spaces Requir¢~t; since the customers served at this facility are transient, a <br />great deal of off-street parking is not required. However, the site plan does not indicate the <br />number of employees on the maximum working shift and therefore a determination of adequacy of <br />number of off street parking spaces cannot be made at this time. <br /> <br />Lighting: If exterior lighting is proposed, the site plan should be modified to show location and <br />type. <br /> <br />Drainage and Qrading: As a result of the proposed expansion, the amount of paved area will be <br />increased by less than 0.1 acre. Nearly all of this addition runoff will be conducted into the west <br />curbline of Xkimo Street and then into the south curbline of 142nd Avenue, a distance of 700 feet <br />from the subject property before it flows into a catch basin. The discharge from this catch basin <br />flows into a wetland located in River's Bend Park before being discharged into the Rum River. <br />Nearly all of the subject property will be rendered impervious as a result of this development <br />proposal. There appears to be no practical way to detain this runoff. Staff suggests reducing the <br />paved area as much as practical to minimize the runoff. <br /> <br />Access: The site will continue to receive access from a common driveway onto T.H. g47 <br /> <br />Sign; The site Plan indicates the installation of a sign, A sign permit from the City will be <br />required. In addition, the sign is visible from T.H. #47 and a sign permit from Mn/DOT may also <br />be required. <br /> <br />The Planning Commission will be meeting at 7:30 p.m. on Wednesday, July 5, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., to review the proposed site plan. A copy <br />of the case cover sheet is enclosed. You, or your representative, should be present at the meeting <br />to answer any questions that may arise. <br /> <br /> <br />
