CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF AEC ENERGY PARK; <br />C~kSE OF ANOKA ELECTRIC COOPERATIVE (AEC) <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As part of their re, location to Ramsey plans. AEC has acquired approximately 138 acres in the <br />southeast comer c~f the intersection of C.S.A.H. #116 and C.S.A.H. #56. AEC is requesting <br />preliminary plat approval to plat the property into commercial lots. <br /> <br />The follqwing items are enclosed for your information: <br /> <br /> a) Site location map <br /> b) Preliminary plat <br /> c) City Staff Review Letter dated June 28, 1995 <br /> <br />Notification: <br /> <br />In accordance wi~ Statutes, all owners of property within 350 feet of the boundaries of the <br />proposed plat wererlnotified of the public hearing and request for preliminary plat approval.. <br /> <br />Observations: : <br /> <br />The proposed plat Consists of 10 commercial lots and 1 outlot for future development. All of the <br />proposed lots meet~he minimum width and area requirements for the Business Warehouse District. <br />AEC's new facilityiwill occupy Lot 1, Block 1. <br /> <br />What is shown as ~i;.x)t 1, Block 2, should be shown as Lot 2, Block 1. In accordance with Staff's <br /> <br />recommendation, tl <br />into the outlot as a <br />standard 10 foot dr <br />each of the lots. A <br />of Block 2 to facili <br />drainage and utility <br />southern plat bourn <br /> <br />.e sedimentation pond on the eastern portion of Outlot A has been incorporated <br />:drainage and utility easement rather than designated as a separate outlot. A thirty foot <br />easement should be added to accommodate an outlet from Wetland #117 to the <br />iary. <br /> <br />The plat proposes to extend Sunwood Drive west to Ramsey Blvd. to' provide access to all of the <br />lots. The AEC facility on Lot 1, Block 1 is proposing to have access to County Roads #56 and <br />#116. The Anoka County Highway Department has found the access scheme to be acceptable. <br /> <br />The Park Commission met on June 8 and recommended acceptance of the wetland area and some <br />high ground in the !aortheast comer of the plat for park and open space purposes. The intent is to <br />develop a trail arouhd the perimeter of the wetland with some picnic sites. The details of the trail <br />and picnic site deva_rlopment is to resolved at the time AEC applies for site plan approval of their <br />new facility. <br /> <br />Recommendation: <br /> <br />The Planning Commi~ 'ssion and City Staff recommend preliminary plat approval contingent upon <br />compliance with _City Staff Review Letter dated June 28, 1995 and the June 8, 1995 <br />recommendations of the Park Commission. <br /> <br /> <br />
