CASE REQUEST FOR PRELIMINARY PLAT APPROVAL OF AEC ENERGY PARK; C~kSE OF ANOKA ELECTRIC COOPERATIVE (AEC) By: Zoning Administrator Sylvia Frolik Background: As part of their re, location to Ramsey plans. AEC has acquired approximately 138 acres in the southeast comer c~f the intersection of C.S.A.H. #116 and C.S.A.H. #56. AEC is requesting preliminary plat approval to plat the property into commercial lots. The follqwing items are enclosed for your information: a) Site location map b) Preliminary plat c) City Staff Review Letter dated June 28, 1995 Notification: In accordance wi~ Statutes, all owners of property within 350 feet of the boundaries of the proposed plat wererlnotified of the public hearing and request for preliminary plat approval.. Observations: : The proposed plat Consists of 10 commercial lots and 1 outlot for future development. All of the proposed lots meet~he minimum width and area requirements for the Business Warehouse District. AEC's new facilityiwill occupy Lot 1, Block 1. What is shown as ~i;.x)t 1, Block 2, should be shown as Lot 2, Block 1. In accordance with Staff's recommendation, tl into the outlot as a standard 10 foot dr each of the lots. The AEC facility on Lot 1, Block 1 is proposing to have access to County Roads #56 and #116. The Anoka County Highway Department has found the access scheme to be acceptable. The Park Commission met on June 8 and recommended acceptance of the wetland area and some high ground in the !aortheast comer of the plat for park and open space purposes. The intent is to develop a trail arouhd the perimeter of the wetland with some picnic sites. The details of the trail and picnic site deva_rlopment is to resolved at the time AEC applies for site plan approval of their new facility. Recommendation: The Planning Commi~ 'ssion and City Staff recommend preliminary plat approval contingent upon compliance with _City Staff Review Letter dated June 28, 1995 and the June 8, 1995 recommendations of the Park Commission.
