CASE <br /> <br />REQUEST FOR <br /> <br />SITE PLAN REVIEW FOR AN EXPANSION TO BLUE VELVET <br /> CAR WASH; CASE OF BLUE VELVET, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: ~ <br /> <br />Matt Hinrichs and B~ rian Schmidtbauer of Blue Velvet, Inc. have acquired the former Tender Touch <br />Car Wash at 1410~1 St.-Francis Blvd. N.W. and are proposing to expand it into a full service <br />facility. The car w~h will be renamed Blue Velvet. <br /> <br />The following iterr~ are enclosed: <br /> <br /> a) Site location map <br /> b) <br /> Site'~pilan <br /> c) Cit)q'Staff review letter dated June 29, 1995 <br /> <br />Noti fi ca ti on: <br /> <br />Site plans are not required to be subjected to a public hearing. As a courtesy, a copy of the site <br />plan has been provided to the adjoining property to the north, Rum River Liquor Warehouse. <br /> <br />Observations: <br /> <br />The facility will cotitinue to receive public access from a common driveway onto St. Francis Blvd. <br />N.W. It also has access from Xkimo Street on the east. <br /> <br />The expansion incl-Udes a 3,570 square foot addition to the existing building and the addition of <br />some paved maneu~.ering area on the north side of the existing building. The building addition will <br />be constructed ofrc~k face concrete block. The lot coverage will be within the 35% restriction and <br />all setbacks will be ~et, except that the 35 foot rear yard setback is deficient by 1 foot. <br /> <br />For an orderly traff'~c flow and adequate turning radius into the facility entrance at the east end of <br />the site, it will be n~essary to relocate the existing east curb line 12 feet to the east, fight on the <br />property line. Thislwill necessitate providing for the required landscaped area along all streets <br />within the Xldmo ril~ht-of-way. Staff supports utilizing the full length of the site for orderly traffic <br />flow, but also requ~}sts the relocation or replacement of any existing screening on the east end <br />required to be remo~,,ed as a result of curbline relocation. It is also suggested that the number of <br />trees on the east side~ of the site be increased to intensify the effectiveness of the screening between <br />the site and the City'owned parkland on the east side of Xkimo. The site plan should be modified <br />to show a new scree.ning plan for the east end of the site. <br /> <br />The traffic at the sit~ will be transient and therefore a great deal of off-street parking spaces are not <br />required. However~ the site plan does not indicate the number of employees on the maximum <br />working shift and therefore staff cannot make a determination that the 8 existing spaces are <br />sufficient for employ'ecs, suppliers, and customers. The addition of pavement is proposed along <br />the north side of thelbuilding and this along with the required B-612 concrete curbing should be <br />reflected on the site Plan. <br /> <br /> <br />
