CASE # 4 <br /> <br />REQUEST FOR SKETCH PLAN APPROVAL OF BRANDSETH; <br />CASE OF BLAINE EDMUNDSON <br /> By: Zoning Administrator Sylvia FroIik <br /> <br />Background: <br /> <br />Blaine Eclmundr, on is requesting sketch plan approval of Brandseth located in the southwest comer <br />of the intersection of 153rd Avenue N.W. and T.H. ~47. The plat cOnsists of approximately 22.5 <br />acres proposed .to be platted into 45 single family residential lots served by municipal water and <br />sanitary sewer. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed sketch plah <br />City Staff review letter dated August 29, 1995 <br /> <br />Notification: <br /> <br />No notification to adjacent residents is required for the sketch plan process. However, prior to Mr. <br />Edmundson applying for sketch plan review, a meeting was held with the adjacent property <br />owners to the south to determine any concerns or interest in participating in the project. An official <br />public hearing will be conducted at the time preliminary plat approval is applied for. <br /> <br />Observations: <br /> <br />A majority of the property is zoned B- 1 Business except for a small portion along the south plat <br />boundary which is zoned R-1 Urban Residential and is being acquired from an adjacent property. <br />The developer !s proposing to rezone to R-1 Urban Residential and retain some B-1 Business <br />property adjacent to T.H.//47. The developer is proposing to install the public improvements as a <br />private development project with no financial participation on ,the part of the City. <br /> <br />The preliminary plat will have to verify that all lots meeting the minimum area and dimensional <br />requirements. ,All lots will receive access from interior streets and one access to the plat is planned <br />from 153rd AvOnue N.W. The one cul-de-sac in the plat does not exceed the 600 foot maximum <br />length restriction. <br /> <br />Drainage will need to be discharged to Protected Wetland 729 or 658 which are located <br />approximately [,000 feet to the south. Installation of outlet control on these wetlands should be <br />anticipated as an essential element for the development of this plat. <br /> <br />The Park Commission will be reviewing the plat at their regular September meeting. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the developer be directed to proceed to apply for preliminary plat <br />approval. <br /> <br /> <br />
