6. Encourage local business expansion, improvement, development and <br /> redevelopment, when compatible with the Development Program; and <br /> <br />Create a desirable and unique character within Development District No. 1 through <br />quality land use alternatives and design in new and remodeled buildings. <br /> <br /> Through the sale of bonds 'in 1987, the City has provided funds for certain site <br />improvements, including pending for storm water management, soil correction, landscaping, <br />fencing, security lighting and site grading within the Development District. The City has made <br />public improvements in the form of streets and an extension of water and sanitary sewer to a <br />portion of the Development District designated for' industrial development. In addition, the City <br />constructed a well and water storage facility within the Development District for public use, <br />primarily serving properties within TIF District No. 2. <br /> <br /> The City plans to construct improvements of Front Street within TIF District No. 4, <br />including storm drainage, sanitary sewer, and water improvements. In addition, the City will fund <br />site improvements for a commercial development (Anoka/Ramsey Sports Center) within TIF <br />District No. 4, <br /> <br /> Within TIF District No. l;.ttie City will fund park improvements in the River's Bend <br />development, and site improvements associated with the Rum River Terrace Apartments. <br /> <br /> The City further plans to fund extension of water and sewer for residential development <br />within TIF District No. 5, with costs paid by special assessments and tax increment. In addition, <br />the City plans to fund site improvements (ParaBody, Inc.) and sweets and utility construction, <br />within TIF District No. 2. <br /> <br /> The City also plans to provide funding for the improvements of the extension of City water <br />and sewer and street improvements for residential and commercial development to the property to <br />be developed as Sunfish Square Addition. The City may also provide funding for future <br />improvements to the utility systems located in this district. These improvements are intended to be <br />funded by both special assessments and Tax Increment Funds. <br /> <br /> The City plans to provide for the improvements of City water and sanitary sewer, street <br />improvements, and storm sewer improvements to the industrial property located within the District. <br />In addition, these improvements will include the construction of wells and elevated storage <br />facilities. <br /> <br />D. Environmental Controls. <br /> <br /> It is anticipated that no development within the Development District will present major <br />environmental concerns. All City actions, public improvements and private development will be <br />carried out in a manner which will comply with applicable environmental standards. <br /> <br />E, Open Space to be Created. <br /> <br /> Any open space within the Development District will be created in accordance with the <br />development controls of the City. <br /> <br />F. Public Facilities to be Constructed. <br /> <br /> Public facilities constructed within the Development District will be f'mancially feasible and <br />compatible with the City's long range development plans.
