CASE <br /> <br />REQUEST FOR <br /> <br /> By: <br /> <br />SITE PLAN REVIEW FOR AN EXPANSION TO <br /> BJORKLUND READY MIX <br /> Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Craig Bjorklund of Bjorklund Ready Mix has applied for site plan review for a 3,300 square foot <br />expansion to his .facility at 6100 Industry Avenue N.W. The expansion will partially enclose the <br />cement tower and provide indoor space for boiler equipment and rock and sand storage. <br />Approximately 25 feet of the cement tower will continue to project above the roof line of the <br />expanded structure. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br /> <br />Preliminary building elevations and floor plan <br />City Staff review letter dated October 12, 1995 <br /> <br />Notification: <br /> <br />Site plans are not required to be'subjected to a public hearing. Mr. Bjorklund has informed his <br />neighbors, Cornn~unicor and Julian Johnson Construction, of his expansion plans. <br /> <br />Observations: <br /> <br />Enclosure of the ready mix facility is crucial to Bjorklund's ability to operate efficiently over the <br />winter months. To accomplish the construction project requires them to submit and obtain City <br />approval of a site plan. When reviewing expansions of existing facilities, the City also has the <br />opportunity to require that any deficiency in site improvements be brought into compliance with <br />current zoning codes. <br /> <br />However, in this ease there are some extenuating circumstances that have delayed the development <br />of the site plan for Bjorklunds which deserve some consideration. Bjorklund's found it necessary <br />to expand their outdoor operations on their site, which required the removal of mature oak trees <br />along the west property line. The City approached Bjorklund's with a proposal for a property <br />exchange in order to save the tree line as a buffer between the existing heavy industrial uses and the <br />light industrial development occurring in Business Park 95. In addition, Bjorklund's found that it <br />would also be necessary to acquire about 1/2 acre from their neighbor, Julian Johnson <br />Construction, to accommodate their future growth plans. All of these property exchanges and <br />acquisitions have been agreed to in addition to the fact that the City would be responsible for the <br />certificate of survey. That certificate of survey has not been prepared and the location and <br />dimensions of property lines is crucial to preparation of a site plan. <br /> <br />City Staff is recommending that this particular site plan review case be processed in 2 stages: the <br />flu'st stage this fall will allow Mr. Bjorklund to construct the structure that will enclose kis operation <br />and the second stage will address the required site improvements based on a current site survey. <br /> <br /> <br />
