CASE <br /> <br />REQUEST FOR SITE PLAN APPRO .VAL OF PARKING LOT IMPROVEMENTS <br />AW 6246 HWY. #10 N.W., CASE OF LANO BROTHERS <br /> By: Zoning-Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Lano Brothers have acquired the former Geothermal property at 6246 Hwy. gl0 N.W. They are <br />intending to leas~ the building to an enclosed rental operation. The property is zoned B-3 Highway <br />Business and as ,such, all travelled and display areas of the property must be paved and curbed. <br />Because of the ir/activity at this site for quite some time, the property has lost its non-conforming <br />rights to conduct business operations without the required site improvements being in place. <br />Therefore, Brad Lano has submitted an application for approval of the proposed site <br />improvements. <br /> <br />Observations: <br /> <br />In accordance with City Code, the site plan proposes to pave and curb the driveway and parking <br />lot. There is alsa a driveway entrance from Riverdale Drive N.W. on the rear side of the building <br />that is proposed ,.to be paved. City Code would require that this section of pavement also be <br />finished with B-6;12 concrete curbing; the site plan should be modified accordingly. <br /> <br />It is Staff's understanding that the rental business is not proposing to have any outside display <br />area. Therefore,mo additional pavement beyond driveways and customer/employee parking is <br />required. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site Plan <br />Letter from City Engineer to Brad Lano dated November 1, 1995 <br />City Staff Review Letter dated November 2, 1995 <br /> <br />Due to the applic ~a~t's desire to get the site improvements installed before inclement weather so that <br />the building could be leased over the winter, City Staff did give permission for the improvements <br />to be installed in ~vance of the Planning Commission and City Council approval after reviewing <br />the site plan details. However, the applicant was only able to get the sidewalk and curbing <br />installed prior to the snowfall and is therefore requesting permission to open up for business with a <br />Class 5 parking lo~ until Spring. <br /> <br />Recommendation: <br /> <br />City Staff reconu~ends site plan approval and granting permission for business operations to <br />resume on the si~e contingent upon the applicant providing a financial guarantee to ensure <br />installation of the pavement prior to June 30, 1996. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council grant site plan approval to Lano Brothers for site <br />improvemdnts at 6246 Hwy. gl0 N.W. contingent upon supplying a financial guarantee to <br />ensure timely completion of the project. <br /> <br />Review Checklist: City Engineer <br /> <br />PC: 11/9/95 <br /> <br />I <br /> <br /> <br />
