Todd Ferrara - Ugton Avenue S., Minneapolis - Said that he is a licensed contractor in Ramsey and
feels that conditi~>nal use permits are a good vehicle for enforcing ordinances and that zoning
ordinances do no, deal with complaints. Conditional use permits would empower the City to deal
with violators on! a complaint basis. Mr. Ferrara mentioned that he feels recreational vehicles
should be excluded from this proposal and overly restrictive laws do not serve the property owners
or neighboring bffsinesses. He suggested that we review the process that Minneapolis is presently
revising.

Planning CommiSsioner Hendriksen suggested a certain time limit for a business to apply for a
conditional use pehuit.

Arian Enfield - 14810 Nowthen Boulevard - feels that the draft presented this evening reached
beyond commercib.1 activity.

Mayor Hardin sta_'ted that we are dealing with a situation that should be treated as three separate
issues; recreafion~ vehicle storage in one's own yard, a one-person operation with no employees,
and businesses width employees.

Councilmember ~eahen sees screening as one viable solution.

Councilmember Beyer stated that she is not comfortable with the three-acre limitation and that Staff
has done nothing to deal with Ms. Moore's complaint, which needs to be addressed.
Councilmember Beyer affn'med her confidence in the Ramsey Planning Commission and felt that
they should be consulted with regard to this issue.

Councilmember 7-~tmerman suggested that new businesses could deal with the permit process and
that those who ar~ already operating could be classified as having "grandfather" rights.

Motion by CounCitmember Beyer and seconded by Councilmember Zimmerman to recommend that
the Ramsey Planning Commission propose an ordinance amendment and bring it to City Council
as soon as possible.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, and Beahen.
Voting No: None~ Absent: CouncilmemberPeterson.

ADJOURNMENT

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adjourn the
workshop.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, and Beyer.
Voting No: None~ Absent: CouncilmemberPeterson.

The workshop adjourned at 7:55 p.m.

Respectfully submitted,

Colleen Rybak
Recording Secretary

City

Council

Workshop/September 20,

1995
