I <br />I <br />I <br />I <br /> <br />CASE #: ~' <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF THE FORMER TILLER <br />PROPERTY; CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Peterson of !Good Value Homes is requesting sketch plan review of a proposal to plat the <br />former Tiller pro )erty. The property is located in the northeast comer of the intersection of <br />Industry Avenue md Ramsey Blvd. The plat consists of about 85 acres proposed to be subdivided <br />into approximate] y 160 single family lots. There are two parcels in the northeast comer of the <br />intersection of County Roads #I16 and #56 that are not included in the plat. The property owner is <br />interested in selliz!g the property for development and some effort should be put into planning for <br />the inclusion of ff ~is property in Good Value's development. The plat will be served by municipal <br />water and sanitary: sewer. The following items axe enclosed for your information: <br /> <br /> a) Siu~ location map <br /> b) Pro posed sketch plan <br /> c) Lei :er dated November 20, 1995 from Anoka County Highway Department <br /> c) Cit Staff review letter dated November 29, 1995 <br /> <br />Notification: <br /> <br />City Code does nqt require notification of sketch plans; the neighboring property owners will be <br />notified of the public hearing when the developer applies for preliminary plat approval. <br /> <br />Observations: <br /> <br />The subject prope~y is zoned Industrial and a rezoning will be required to develop the property <br />with single family !lots. The Comprehensive Plan amendment currently being worked on targets <br />this area for mixed ~'esidenfial use. <br /> <br />Ail of the lots wi!l have to meet the 10,800 square foot minimum area requ/rement and the <br />dimensional require, ments( 80 foot lot width, 90 feet on comers)· In addition, the lots bordering <br />Wetland #2-118 ~ have to meet the 15,000 square foot area requirement, be at least 75 feet wide <br />at the water frontage, and be able to meet a structure setback of 50 feet from ordinary high water. <br /> <br />In accordance with~ the recommendations of the Anoka County Highway Department, the plat is <br />proposed to receiv6, one access from Industry Avenue and one access from Ramsey Blvd. All of <br />the lots will receive, access from interior streets. The cul-de-sacs appear to be within the 600 foot <br />maximum length restriction. It is not quite clear how the lots on the north side of the wetland will <br />receive public accef~. <br /> <br />A Grading and Drainage Plan and a Tree Preservation and Planting Plan will be required at the time <br />of preliminary pla? approval.. The Tree Plan should identify trees to be preserved during <br />construction and the~planfing of one 2-inch diameter tree in the front yard of each of the lots. <br /> <br />Park dedication will~be considered by the Park Commission on December 14. 'It is anticipated that <br />it will consist of a combination of cash and trail development. The developer will most likely also <br />be required to conunue the pedestrian paths along Ramsey Blvd. and Industry Avenue. <br /> <br /> <br />
