								                   Owner - Any person, group, partnership, corporation, or other entity, alone,
<br />jointly or severally with others, who shall be in actual possession of, or have charge, care or
<br />control of, any bqilding or a portion thereof within the City as owner, employee or agent of the
<br />owner, or as trustee or guardian of the estate or person of the title holder. Any such person
<br />representing the actual owner shall be bound to comply with the provisions of this Section to the
<br />same extent as the owner.
<br />
<br />               Permissible Occupant Load - The maximum number of individuals permitted to
<br />occupy a buildingror space within a building.
<br />
<br />               Person - An individual, firm, partnership, association, corporation, or joint
<br />venture or organization of any kind.
<br />
<br />               Pests - Rodents, insects at any stage of development, and other destructive or
<br />offensive vermin including, but not limited to, rats, mice, flies, roaches, and fleas.
<br />
<br />               Plgmbing - All of the following supplied facilities and equipment in a building:
<br />gas pipes, gas burring equipment, water pipes, steam pipes, garbage disposal units, waste pipes,
<br />water closets, sinks, installed dishwashers, lavatories, bathtubs, shower baths, installed clothes
<br />washing machines, catch basins, drains, vents, and any other similar fixtures and the installation
<br />thereof, together with all connections to water, sewer, and gas lines.
<br />
<br />               Prohibited Conduct - For the purposes of this Section, the term "prohibited
<br />conduct" shall include, but not be limited to any one or more of the following: (a) acts of
<br />prostitution or prostitution related offenses; (b) acts of gambling or gambling related offenses;
<br />(c) acts of disorderly conduct or assault; (d) unlawful sale or possession of controlled
<br />substances; (d) urilawful sales of alcoholic beverages; (f) unlawful use, sale, or possession of a
<br />firearm; (g) violation of any City Code provisions relating to noise, including animal noise; (h)
<br />the keeping or harboring of a dangerous or potentially dangerous animal in violation of State or
<br />local laws and ordinances; (i) violation of any laws relating to contributing to the need for
<br />protection or services or delinquency of a minor as defined in Minnesota Statutes.
<br />
<br />               Public or Common Areas - Those portions of a building and its premises that
<br />are open to the public and/or shared by residents and occupants and which are owned and
<br />controlled by a single person or an association of owners.
<br />
<br />               Refuse - Ail solid waste products or those having the character of solids rather
<br />than liquids in that they will not flow readily without additional liquid and which are composed
<br />wholly or partly of such materials as garbage, swill, sweepings, cleanings, trash, rubbish, litter,
<br />industrial solid wastes or domestic solid wastes, organic wastes or residue of animals sold as
<br />meat, fruit or other vegetable or animal matter from kitchen, dining room, market, food
<br />establishment or aiqy place dealing in or handling meat, fowl, fruit, grain or vegetables; offal,
<br />animal excreta, or the carcass of animals; trees or shrub trimmings, or other waste matter
<br />resulting from the ,demolition, alteration or construction of buildings or structures, accumulated
