Mr. Bauer explained that creating a one-acre lot would provide for a future road without
impacting that lot.

Councilmember. Elvig inquired if it was possible for the property line to follow the layout of the
possible future road to try and increase the lot size.

Councilmember Kurak suggested creating a larger lot at this time that would include an easement
for a future road.

Mr. Bauer explained that the only reason he went with the one-acre lot was to provide him with
the option to sell that piece of property. If he is required to create more than a one-acre lot he
would probably keep the property and divide it in the future if the land were to be developed. '

Assistant Community Development Director Trudgeon noted that the Board of Adjustment
would have to handle the variances.

Councilmember Kurak expressed concern that if they were to allow someone to have a one-acre
lot, then others will request the same thing.

Mr. Bauer stated that the one-acre lot is not a critical issue to him.

Councilmember Kurak inquired if there was any concern with lead contamination on the
property.

Mr. Bauer replied no.

Councilmember Pearson inquired as to what the other lot sizes were in the area.

Assistant Community Development Director Trudgeon explained that the lot sizes currently
range from one acre to 2.5 acres.

Councilmember Pearson questioned if they would really be setting a precedent allowing for the
one-acre lot since there are already one-acre lots in the area.

Assistant Community Development Trudgeon explained that the biggest problem is proving
hardship for the variance.

Councilmember Elvig stated that there may be an opportunity to provide an east/west connection
through this property in the future and questioned what the impact may be.

City Administrator Norman replied that it is an area that has not been considered for future
development, but it would be the logical place to connect 161st.

Councilmember Cook stated that when they are looking at ghost platting property they have to
start considering east/west routes.

City Council Work Session/July 29, 2003
