He does not believe they are even close, and asked <br />how they could miss it by so much. <br /> <br />Assistant Community Development Director Trudgeon stated that a lot of the design standards <br />can be met, and many were met; he only highlighted those that were not. He indicated they are <br />only deficient on the FAR, and the build-to lines. He thinks with some office buildings that need <br />parking they will run into the same issues. He indicated they always talked about having an <br />educational facility in the Town Center, but everyone was tbcused on the retail, and office aspects <br />to focus on the differences necessary for an educational facility. <br /> <br />Chairperson Nixt stated they have to look at several things. He indicated the plan shows staff <br />parking and bus traffic with no separation. He asked how they would control that during the <br />busy times. He indicated there are also ingress and egress concerns on Ramsey Boulevard. He <br />stated with some visitor parking also, it could be a sticky issue with buses coming in and cars <br />trying to get out. <br /> <br />Assistant Community Development Director Trudgeon noted the bus entrance would be on <br />Peridot Street. ' <br /> <br />Chairperson Nixt stated eventually there would be a traffic issue when Ramsey Parkway is <br />complete. He knows they have grading issues in the comer, but asked if it might be possible to <br />lower the parking lot in the corner and then screen it with hedging so the parking cam~ot be seen. <br /> <br />Assistant Community Development Director Trudgeon stated he could not answer that question <br />directly. He indicated the developers tried to address it with three solutions they presented Staff <br />this evening, but he will need to hax~e the engineer review the options. <br /> <br />Chairperson Nixt indicated he thinks the best use of their time this evening would be to go <br />through the deviations. He does not think it would be in their best interest to force in more <br />blacktop area to reach the FAR requirements. He does not want to use the playground or tot lot <br />to reach the number, since those are not floor areas. He noted with the setbacks, the closest the <br />building gets is 40 feet. He indicated one question he has is does the City need to go back before <br />they have a final draft of the Guidelines and adapt them for this use. <br /> <br />Assistant Community Development Director Trudgeon stated one saving grace is that the City <br />Council has not adopted the Zoning Code, so yes, they could go back and draft language for <br />educational facilities. <br /> <br />Chairperson Nixt indicated it makes more sense to focus on the deviation from the guidelines and <br />see what they can do with them. <br /> <br />Assistant Community Development Director Trudgeon stated the build-to line requirements 'are <br />0-15 feet for the north elevation, which is showing at 60 feet. <br /> <br />P26 <br /> <br />Planning Commission/September 15, 2003 <br /> Page 6 of 10 <br /> <br /> <br />
