Motion by Vice Mayor .Zimmerman~, seconded by Councilmember Elvig, to ratify the <br />recommendations of the Public Works Committee. <br /> <br />Motion carried. Voting Yes: Vice Mayor Zimmerman, and Councilmembers Elvig, Cook, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />3) Update on C.R. #116 Median Extension <br />The Public Works Committee was informed that on July 2, 2003, staff sent the County a letter <br />requesting Anoka County to pursue the installation of a right turn lane for eastbound CR #116 at <br />its intersection with T.H. #47. Staff received a response from the County Engineer explaining <br />that there is adequate room to make a U-turn with the current conditions. It was also discussed <br />that Mn/DOT verbally discussed with Staff that signalization at 142n~ Avenue would be <br />considered if it met the warranty identified in the manual on Uniform Traffic Control devices and <br />that a left turn lane at Blue Velvet Lane would not conform to the Department's geometric, <br />standards. River's Bend Plaza has also requested that some informational signage be posted on <br />T.H. #47 to better inform travelers on how to get into the center and that signage advising <br />motorist that U-turns at southbound to northbound T.H. #47 and westbound to east CR #116 are <br />permitted. Staff is waiting for a response from Anoka County and Mn/DOT on both of these <br />requests. <br /> <br />Consensus of the Public Works Committee was to not proceed with a warrant study for 142nd <br />Avenue and T.H. #47. <br /> <br />Councilmember Kurak inquired as to why they were not going to complete the warrant study, <br />questioning if there would there be a cost to the City. <br /> <br />City Engineer Jankowski replied that the Public Works Committee did not think that adding an <br />additional light to T.H. #47 would be a benefit to the area. He noted that a warrant study would <br />not cost the City any money. <br /> <br />4) Sub-Zoning in the Industrial District <br />Councilmember Elvig suggested doing an overlay of the existing industrial park and identify <br />areas where the City would allow for outside storage and areas where they would not allow for <br />outside storage since they are currently looking at redeveloping the Industrial Park. <br /> <br />Consensus of the Public Works Committee was to forward the issue to the Planning <br />Commission. <br /> <br />5) Speed Limit Controls at Ramsey Elementary <br />It was noted that .Poiice Chief Way had received a letter regarding a traffic light in front of the <br />school to help reduce the speed with the children walking to school, Councilmember Elvig <br />suggested that the County install a flashing light in front of the school. Councilmember Elvig <br />requested that Staff notify them of the time of the next meeting and have the item placed on the <br />County agenda. <br /> <br />City Council/September 9, 2003 <br /> Page 9 of 16 <br /> <br />P95 <br /> <br /> <br />
