" .... The site plan does not identify any screening being added to the site. The original site plan <br /> approved in January of 2001, included planting trees On the south, east and west property lines. <br /> The trees were planted but are not fully established and therefore screening at this point is non- <br /> existent. No plantings were required along the north property line and the concrete stockpile is <br /> very visible from 147 Avenue N.W. <br /> <br />The property is located in the Gateway North Industrial Park Plat No. 5. The City has been <br />aggressively redeveloping this industrial area and has expended approximately $2,318,000.00 to <br />date on the Applicant's site, RJM Enterprises to the north and redevelopment of the Old Castle <br />Concrete site to the northwest. The City is in the process of selling the vacant, adjacent parcel to <br />the north for development, and this month is processing a site plan .for new development on the <br />adjacent property east of the Applicant's parcel. <br /> <br />Because of the demolition aspect of the concrete rubble, City Staff is researching any potential <br />environmental issues related to any asbestos or lead paint remnants that may be mixed in with <br />the concrete rubble. Staff will address these matters at the meeting. <br /> <br />Recommendations: <br /> <br />City Staff is recommending denial of the request for a conditional use permit for several reasons: <br />a) City's investment in redeveloping this industrial area; b) private investment in developing <br />individual sites; c) lack of adequate screening; d) the uncertainty of environmental aspects <br />associated with demolition materials; e) the activity not being compatible with current and <br />proposed development in the Industrial Park. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council adopt Findings of Fact relating to a request from Sauter <br />and Sons to process demolition concrete on their site at 6151 141st Avenue N.W. <br /> <br />-and- <br /> <br />Motion to recommend that City Council deny the request from Sauter and Sons to process <br />demolition concrete on their site at 6151 141st Avenue N.W. <br /> <br />-or- <br /> <br />Motion to recommend that City Council approve the request from Sauter and Sons to process <br />demolition concrete on their site at 6151 141st Avenue N.W. and adopt a resolution to declare <br />terms of same. <br /> <br />Review Checklist: <br />Community Development Director <br />TIF Specialist <br /> <br />PC: 10/02/03 <br /> <br />32 <br /> <br /> <br />
