In the event that <br />public open space that is not dedicated to the City is developed independently of any particular <br />residential project, the land area of the open space shall be divided equally among those abutting <br />projects for purposes of density calculations. <br /> <br /> Subd. 5. General Development Standards. All development within the <br />Town Center District shall meet the Ramsey Town Center Development Guidelines that <br />are incorporated into this ordinance by reference. These standards will be used by the <br />City as the minimum requirements for evaluating development proposals and site plans. <br />However, the standards are not intended to restrict creativity in design. An applicant may <br />request modification or waiver of any standard in favor of an alternate approach that will <br />achieve the same design objective. <br /> <br /> Subd. 6. Parking Standards. Parking in the Town Center District is <br />intended to be shared to the greatest extent practicable in all mixed-use areas, with the <br />exception of the TC-4 Sub-District.
