The public hearing closed at 7:41 p.m.

Council Business

Mayor Gamec called the regular City Council meeting back to order at 7:41 p.m.

Mayor Gamec noted that seven projects are under consideration and recommended that a motion
include all of the projects.

Councihnember Kurak asked if the work is completed.

City Engineer Jankowski answered in the affirmative and explained the notice in question was
for a public hearing held in March when residents gave their input.

Councilmember Kurak stated it is not good policy that Ramsey did not give these residents the
opportunity to provide input on a project that is occurring in their neighborhood.

City Engineer Jankowski agreed and stated that input at that time is found to be very valuable
and it is regrettable that notice did not happen. He stated the improvement involved sealcoating
700 to 800 feet on Azurite Street. The proposal mentioned is to extend sewer and water up the
street to serve properties so all or part of that pavement would need to be removed to install the
sewer and water. He noted that in 1995, there was a similar proposal in Pondvale but now, eight
years later, the utilities have still not been extended.

Councihnember Kurak stated she does not support 2003 Street Maintenance Program, Project
03-04, due to the public notification problem but could support the rest of the projects.

Motion by Councilmember Kurak, seconded by Councilmember Cook, to adopt Resolution #03-
09-250 Adopting Assessment for Improvement Project #03-01 (Sealcoat and Crackfill
Woodlawn Estates); Resolution #03-09-251 Adopting Assessment for Improvement Project #03-
02 (Sealcoat and Crackfill North Forty 3''d Addition); Resolution #03-09-252 Adopting
Assessment for Improvement Project #03-03 (Sealcoat and Crackfill) Rivlyn Avenue, 137th
Avenue (Dolomite to a point 350 Feet West of Ebony Street); and Dolomite Street (Riverdale
Drive to 137th Avenue); Resolution #03-09-253 Adopting Assessment for Improvement Project
#03-05 (Sealcoat and Crackfill MSA Streets - Riverdale Street (Feldspar to Tungsten); Tungsten
(Highway 10 to Riverdale) Sunfish Lake Drive (Highway 10 to Riverdale); Feldspar (Highway
l0 to Riverdale); Resolution #03-09-254 Adopting Assessment for Improvement Project #03-06
Overlay 156th Avenue (Armstrong Boulevard to Variolite Street); Resolution #03-09-255
Adopting Assessment for Improvement Project #03-07 Overlay Whispering Pines Estates;
Whispering Pines Estates Plat 4; and Menkveld Pine Hills North.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, Pearson,
Strommen, and Zimmerman. Voting No: None.

City Council/September 23, 2003
