Mayor Gamec stated that we will need to have more inspection staff. <br /> <br />Mr. Engen thanked Messrs. Urness and Mulrooney, and added that that he is in this for the long <br />haul. All we ever ~wanted to be is a master developer. Other people will make a lot of money on <br />this transaction. With Mr. Netegaard's credit line and his $35 million loan, we hope to be so <br />successful that Mr. Netegaard can put up a $6 million building - to allow him to be able to <br />invest. Horton, Crestview, etc., are anxious to get a hold of a final agreement. He added that <br />making changes to the contract will change things for those already signed on. <br /> <br />Councilmember Zimmerman stated that traffic on Highway #10 is a definite concern. <br /> <br />Mayor Gamec stated that the highway will be upgraded to four lanes. The Town Center is a <br />special taxing district - we can assess costs of upgrading Ramsey Boulevard, County Road #116, <br />Armstrong Boulevard and Highway #10. <br /> <br />Councilmember Pearson suggested that maybe the added traffic will push for the help we need to <br />force the highway to be upgraded. <br /> <br />Mayor Gamec recessed the work session at 8:23 p.m. <br /> <br />Mayor Gamec called the work session back to order at 8:29 p.m. <br /> <br />Councilmember Zimmerman inquired if we could work out something that lets the developer <br />worry about the parking ramps and the City will take care of the roads. <br /> <br />Mr. Norman stated this project was sold under high density and pedestrian friendly development <br />- we would have to do parking ramps. At a minimum - one is going to have to be built. The <br />developer could come to the City with a more creative way to do the ramp however. <br /> <br />Councilmember Zimmerman stated that the City Council has to decide whether we would tack <br />ramps B and C or not. <br /> <br />Mr. Norman stated that the rationale is the developer may be able to do it, but just saying "trust <br />us" does give us the guarantee we need. <br /> <br />Councilmember Cook agreed that if down the way the developer says he can put the parking <br />ramp in himself, we can say "go ahead". <br /> <br />Councilmember Elvig stated there may be a point in time where the developer will get pressure <br />from the commercial development. They may say until there's a ramp there, we won't locate <br />there. <br /> <br />Councihnember Zimmerman stated that his idea is to enhance the area before you get to the <br />Town Center. He .again expressed his concern about the traffic. We need to step forward and do <br />the best we can to assist in making it better. <br /> <br />Mayor Gamec talked about bringing the development agreement in forward for approval. <br /> <br />City Council Work Session/September 15, 2003 <br /> Page 8 of 10 <br /> <br /> <br />
