aa. Increase in density; bb. Change in architectural design or style; CC. Change in type of ownership, condominium, or rental; private, dd. Change of more than 10% in total floor area; ee. Increase in height of any building; ff. Major modification in the landscape plan; gg. Reduction in the proposed open space; hh. Change in the development schedule; ii. Change in the road location or standards; and jj. Any changes determined to be major by the Council. Minor Changes. The Council may, in its discretion, permit minor deviations from the preliminary site plan which do not change the concept or intent of the proposed development as previously approved. xi. Denial. The Council shall deny any application if it finds the final plans do not substantially conform to the preliminary plat and site plan as previously approved by the Council as well as the Town Center Master Plan and Development Guidelines. If the final plans are subsequently modified to conform to the approved preliminary plan, the applicant may resubmit said final plans to the Council for approval. xii. No development shall occur nor shall any building permits be issued for any construction that is not in accord with the approved final plans. Subd. I1 Relationship to Other City Code Sections. The Town Center District is structured to establish a regulatory framework intended to be administered separate from certain sections of Chapter 9 of the Ramsey City Code. In order to prevent overlapping development regulations, the following sections of Chapter 9 are not applicable to the Town Center District: 9:.11 Standards, 9.12 Signs and 9.20.01 -9.20.30 Zoning Districts unless it is determined by the City that provisions from these sections are better suited to address any particular aspect of a development proposal. The provisions contained in Section 9.50 Subdivision, shall regulate land subdivision of the Town Center District.
