Commissioner Johnson stated they would also need findings for less than 60% on the east side. <br /> <br />Principal Planner Trudgeon indicated he thought the CUP would be sufficient to deal with that <br />when they have the public hearing at the next meeting. <br /> <br />Mr. Thorson stated Staff also wanted to see more recessed windows, which they can achieve on <br />the north side, however it is difficult on the other side because of the pre-fabricated panels. They <br />were thinking of using eyebrow awnings on the east and west, which gives the shadow lines Staff <br />is looking for. <br /> <br />Chairperson Nixt indicated he would be okay with that option. He asked about the landscape <br />plans. <br /> <br />Assistant Community Development Director Trudgeon indicated the landscape requirements <br />need some re-work in general. <br /> <br />Mr. Thorson india, ated they could not recess the parking as was suggested, but are looking at <br />some hedging to address the screening requirements. He stated nothing else from the Staff <br />Review Letter is an issue, and they would be happy to work with staff on the architectural <br />elements. <br /> <br />Assistant Community Development Director Trudgeon indicated they need to state that <br />educational uses are different and allowed to have these deviations, or they need to create a very <br />specific district, such as TC-3a, to include only educational facilities. <br /> <br />Commissioner Watson indicated they need to be careful what is considered an educational <br />facility, or beauty schools or daycare centers will want these exceptions also. He stated <br />educational facility might be too broad a term. <br /> <br />Assistant Community Development Director Trudgeon noted they still need more information on <br />the park. He stated there might be a problem with PACT using the space exclusively and the <br />City maintaining it. They have a commitment to have a decision and plan from RTC in 60 days <br />to see how it will work. He indicated the developer would want credit for the park dedication, <br />but without knowing how much the school will use it, it has not been determined how much <br />credit will be given, so they have a 60 day window to work it out. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to recommend to the City <br />Council approval rof the proposed site plan for the PACT Charter School contingent on the <br />following: <br />a) Compliance with City Staff Review Letter dated September 12, 2003, with modification to <br /> reflect the comments regarding windows. <br />b) Approval of the final plat of Town Center Addition. <br />c) The Applicant ~ntering into a Development Agreement with the City. <br />d) Final approval of the Town Center Zoning District. <br /> <br />Planning Commission/September 15, 2003 <br /> Page 9 of 10 <br /> <br /> <br />
