Community Development Director Frolik stated they are in the easement acquisition phase now.

City Engineer Jankowski indicated they have segmented the storm sewer project into two phases;
one from JR's east, with the piece by Plants and Things to be second. Now they are doing the far
western section, then will come back and do the middle.

Chairperson Nixt asked if this holding pond will be sufficient for the short-term. He does not
want to create a hazard along Highway 10. He questioned what was driving the pond, whether
the City was requesting it or the applicant was installing it to deal with his drainage issues.

Community Development Director Frolik stated the City is requesting it so the paving and
grading can go ahead.

City Engineer Jankowski indicated Assistant Public Works Director Olson has been handling this
case, and he believes the conclusion is they still need to review the size of the pond.

Community Development Director Frolik added she was of the understanding that the portion of
the utility project that would improve this property was scheduled for next year.

Commissioner Brauer asked what the worst case scenario is on the storm water solution. If not
next year, then when.

City Engineer Jankowski stated with the granting of the easement they can make a connection
within the timeframe of next year, but they do not have the easement in between.

Commissioner Brauer asked if the pond would be shut down at that time.

City Engineer Jankowski stated the pond being put in now will still be used when connected to
Sunfish Boulevard. He indicated when the entire project is done it will flow into the regional
pond and the space could be used for additional land.

Motion by Commissioner Johnson, seconded by Commissioner Brauer to recommend that the
City Council apprOve the proposed site plan for the Plants and Things accessory building.

Chairperson Nixt asked what the concern was with the access off Highway 10.

Assistant Community Development Director Trudgeon indicated he does not think it is an issue
when used as an accessory building, but when the area develops fully it may be a different story.

Motion carried. Voting Yes: Commissioners Johnson, Brauer, Shepherd, Van Scoy and Watson.
Voting No: Chairperson Nixt. Absent: None.

Chairperson Nixt indicated he likes the idea, he just does not think they know enough about the
ponding, and he does not like the Highway 10 egress.

Planning Commission/September 4, 2003
