2) <br /> <br />3) <br /> <br />4) <br /> <br />S) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />10) <br /> <br />11) <br /> <br />12) <br /> <br />13) <br /> <br />14) <br /> <br />16) <br /> <br />That the Applicant has entered into a lease with an option to purchase with the property <br />owner, Inter City Oil Company, Inc. <br /> <br />That the Subject Property is zoned B-2, Highway Business and the surrounding parcels <br />are zoned B-l, Business, B-2, Highway Business, and E-1 Employment. <br /> <br />That on June 13, 2003, the Applicant submitted a request for an interim use permit to <br />allow for an unimproved parking lot as the principal use of a property. <br /> <br />That the Applicant is proposing to use the Subject Property on an interim basis to use the <br />existing land as an unimproved parking lot, to have outdoor storage, and to use an <br />existing building for educational purposes until September 1, 2006. <br /> <br />That the Applicant has stated that they are pursuing funding from the State of Minnesota <br />to permanently improve the site as referenced on Exhibit A. <br /> <br />That the applicant has stated that they are willing to comply with traffic control <br />limitations that are appropriate with the site once these improvements are made. <br /> <br />That the proposed use will not adversely impact traffic in the area. <br /> <br />That the proposed use will not be dangerous or detrimental to persons residing or working <br />in the vicinity of the use or to the public welfare. <br /> <br />That the proposed use will not substantially or adversely impair the use, enjoyment or <br />market value of surrounding properties. <br /> <br />That the proposed use will be operated and maintained so as to be harmonious and <br />appropriate in appearance with the existing or intended character of the general vicinity <br />and such use will not change the essential character of the area. <br /> <br />That the proposed use will not create additional requirements at public cost for public <br />facilities and services. <br /> <br />That the proposed use will not be detrimental to the economic welfare of the community. <br /> <br />That the proposed use will not be disturbing or hazardous to existing or future <br />neighboring uses. <br /> <br />That the proposed use will not involve uses, activities, processes, materials and <br />equipment and conditions of operation that may be detrimental to any persons, property <br />or the general welfare, by reason of excessive production of traffic, noise, smoke or glare. <br /> <br />That the proposed use will be in accordance with the objectives of the Comprehensive <br />Plan and the intent of Section 9.03.04A Interim Use Permits of the City Code. <br /> <br />RESOLUTION #03-08-221 <br /> Page 2 of 3 <br /> <br /> <br />
