CITY COUNCIL WORK SESSION <br />Topic Report: Review Future Land Use Map of Comprehensive Plan <br /> <br />By: SYlvia Frolik, Community Development Director <br />Background: <br /> <br />For the past 12 months, the Community Development Department has been in the process of updating the <br />City's zoning and subdivision regulations and the zoning map for the purpose of implementing the 2001 <br />Comprehensive Plan. There are three main areas of concern remaining to be resolved. <br /> <br />1. North Rivlyn Street neighborhood, south of Hwy. #10 - The parcels on the north side of Rivlyn <br /> S~eet are currently zoned Single Family Residential. The Comprehensive Plan designates this <br /> area for "Places to Work". The residents are opposed to the proposed rezoning to E-1 <br /> Employment and wish to retain the current low density residential zoning. At the June 10 City <br /> Council Work Session, Staff was directed to initiate a Comprehensive Plan Amendment. The <br /> amendment would change the north side of Rivlyn Street N.W. from Places to Work to Low <br /> Density Residential on the Future Land Use Map. The Planning Commission conducted the <br /> public hearing on August 7 and recommended that City Council approve the Comprehensive <br /> Plan Amendment. The proposed Comprehensive Plan Amendment was presented to City <br /> Cotm¢il on August 26 approval. A discussion ensued regarding the fact that perhaps the north <br /> side of Rivlyn should be changed on the Future Land Use Map to lvfixed Use. Some residents <br /> were present and opposed the Mixed Use suggestion. Council forwarded the matter to another <br /> Council Work Session for further discussion. <br /> <br />2. ISolasek/Hamilton Property South Of Riverdale and Hwy. #10, west of the hotel - This <br /> prope~, is currently zoned commercial and the Comprehensive Plan Future Land Use Map <br /> identifies this area for development with low density residential uses. The property owners are <br /> opposed to the proposed rezoning to single family residential. They have submitted letters to <br /> the Planning Commission and City Council requesting an amendment to the Comprehensive <br /> Plan to retain the commercial land use designation on the Future Land Use Map. The matter <br /> was discussed at the June 10 City Council Work Session and City Council affirmed that the <br /> preferred land use for this properb, is low density residential and directed Cio' Staff to proceed <br /> with the ordinance to rezone the property in accordance with the Comprehensive Plan. On July <br /> 22, City Council introduced the ordinance to rezone the Holasek/Hamilton property to R-1 <br /> Residential. The ordinance was presented to City Council for adoption on August 12 and at the <br /> properb, owners request, the case was tabled to August 26. On August 26, the ordinance to <br /> rezone the property to R-1 Residential was again presented for adoption. A discussion ensued <br /> regarding the possibility of designating this property as Mixed Use. Council directed City Staff <br /> to schedule this item for another discussion at the Work Session level. <br /> <br /> <br />
