CITY COUNCIL WORK SESSION <br /> <br />Topic: Lord of Life Apartment Project <br /> <br />By: Patrick Trudgeon, AICP, Assistant Community Development Director <br /> <br />Background: In 2001, Lord of Life Church received site plan approval for a 47-unit senior <br />apartment building to be located behind the existing church. They also had started the minor <br />subdivision process to break off a piece of their land for the apartment building. Last fall, the City <br />Council/~'anted a one-year extension for Lord of Life to submit the final plat. <br /> <br />Since 2001, Lord of Life has been marketing the ~broject and gathering funding to proceed with the <br />project. They b4a, ve indicated to staff that they are ready to proceed with the project However, prior <br />to bringdng the project forward for official approval bythe City Council, Lord of Life wanted to <br />discuss with the City the possibility of waiving some of the fees charged for the project during a <br />work session. Staffalso indicated to Lord of Life that a work session format would be good for the <br />City Council to review the project since it has been two years since it was last discussed and there <br />are several new members serving on the City Council. <br /> <br />ha regards to the fees, the following is a breakdown in 2003 rates on what Lord of Life will owe for <br /> <br />the project: <br /> <br /> · Park Dedication Fees: <br /> <br /> · Trail Development Fees: <br /> · Sewer Trunk Fees:: <br /> · Water Trunk Fees: ,, <br /> · Stormwater Trunk Fees: <br /> <br /> TOTAL <br /> <br />$82,800.00 <br />$21,850.00 <br />$59,110.00 <br />$26,542.00 <br />$17,250.00 <br />$207~52.00 <br /> <br />For commercial and indus~al redevelopment projects, the City typically write-down the costs of <br />some of these fees as part of the TIF District In regards to residential projects, the only one that <br />staffis aware of is the ACCAP Townhome project. In that instance, the TIF was a "pay-as-you-go" <br />arrangemem md ACCAP paid the fees and will be reimbursed in future years. <br /> <br />Representatives will be at the work session to present their rationale for asking for the waiving of <br />some or all of the fees. Staffand Lord of Life will review the project and answer any questions the <br />Council will have on the project. A copy of the approved site plan is included with this case cover <br />sheet. <br /> <br /> <br />
