5.15 Adopt Resolution #11 -06 -123 Recognizing Councilmember David Jeffrey for His <br />Service to the City of Ramsey <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Backous, Elvig, McGlone, <br />and Tossey. Voting No: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Adopt Ordinance to Amend to Chapter 117 of City Code Relating to Required <br />Depth of Topsoil; Case of City of Ramsey <br />Associate Planner/Environmental Coordinator Anderson reviewed the staff report. <br />Mayor Ramsey stated that when the six -inch topsoil depth standard was adopted, the City cast a <br />burden on developments already graded by requesting that they remove two inches of topsoil. <br />He said this outcome was never considered. <br />Motion by Councilmember Tossey, seconded by Mayor Ramsey, to waive the Charter <br />requirement to read the ordinance aloud and adopt Ordinance #11 -09 to amend Chapter 117 of <br />City Code reducing the required depth of topsoil from six (6) to four (4) inches. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Backous aye <br />Councilmember Elvig aye <br />Councilmember McGlone aye <br />Councilmember Tossey aye <br />Councilmember Wise aye <br />Mayor Ramsey aye <br />Motion carried. <br />7.02: Consider a Resolution Approving the 2011 - 2012 LELS Sergeant's Labor Contract <br />Human Resources Representative Lasher reviewed the staff report. <br />Councilmember McGlone stated he will be opposing this resolution and contract because it will <br />result in the only group receiving a raise as well as paid work out time, which is half of the full <br />time equivalents. <br />Motion by Councilmember Tossey, seconded by Councilmember Backous, to adopt Resolution <br />11 -06 -124 to approve the 2011 -2012 LELS Sergeant's Labor Contract. <br />City Council / June 28, 2011 <br />Page 4 of 9 <br />
