Appendix A: Survey Breakdown <br />Format: <br />11 cities completed the development costs survey (See Table 1). In order to <br />make costs "apples -to- apples" the survey examined four specific <br />development scenarios rather than asking general questions. The survey <br />included five separate sections; the first four being the four development <br />scenarios: (1) Residential Development (2) Townhome Development (3) <br />Apartment Building Development (4) Industrial Development (5) Other <br />Charges /Fees. <br />Each of the four development scenarios included a set of specifications in <br />which cities based their responses. Every city assesses costs differently; <br />therefore, it was important to include as much specification as possible. <br />The fifth section, "Other Charges /Fees," covered utilities, application fees <br />and engineering and inspection fees. <br />Below is a visual break down of the survey: <br />Scenario: Development <br />Each Development Scenario was listed at the top of each <br />page including: Single Family, Townhome, Apartments, <br />Industrial and Other Fees /Charges. <br />Section A: Proiect Specs <br />Listed several project specifications (see next page). <br />Section B: Development Fees <br />Included sewer /water /storm water trunk fees, street light <br />fees, future seal coating fees, park and trail dedication fees, <br />storm water management fees etc. <br />Section C: Other Development Fees <br />Included topsoil, grass /sod, trees, shrubs, radon barrier, <br />foundation drainage, etc. <br />Section B: Building Permit Fees <br />Includes several common building permit fees. <br />Table 1 <br />Municipalities <br />1.
