WHEREAS, in 2009, Anoka County and the City of Ramsey entered into a Joint Powers Agreement to proceed with Preliminary Design and Environmental Documentation for the TH 10 and Armstrong Boulevard Interchange that will be completed in first quarter 2012; and WHEREAS, the intersection of TH10 and Armstrong Boulevard is situated in four quadrants of economic development growth opportunity, including Ramsey's transit oriented downtown development, The COR, office park developments west of Armstrong Boulevard and TH 10, and redevelopment opportunities south of THI O ; and WHEREAS, the construction of an interchange at the intersection of TH10 and Armstrong provides for public safety benefits that include a separated grade crossing over the BNSF Rail Line and safe access to TH10 for police and fire services whose facilities are located north of TH 10 and the BNSF Rail Line; and WHEREAS, the City of Ramsey currently operates a transit station at its Municipal Parking Facility, located just east of the intersection of Armstrong Boulevard and TH 10 with daily express commuter bus service to the 5 street garage in Minneapolis; and WHEREAS, the City of Ramsey has received Metropolitan Council approval for the addition of the Ramsey Station on the Northstar Commuter Rail and is aggressively pursuing funding commitments for the construction of the Ramsey Station with a projected construction in the summer of 2011; and WHEREAS, the City of Ramsey and Anoka County have established the Armstrong Interchange as the top priority for interchange improvements on TH10 in Ramsey due to the ability to construct an interchange in advance of the reconstruction and realignment of TH10 and improve public safety and traffic flow on TH10; and WHEREAS, the City of Ramsey received special legislation in the 2010 session to establish a new Tax Increment Financing District to assist the City in local match funding for transportation improvements that serve the new district. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council hereby authorizes the Transportation Economic Development Pilot Program Grant Application for the TH 1 0/Armstrong Boulevard interchange project.
