Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION #11 -06 -110 <br />RESOLUTION IN SUPPORT OF 2011 STATE BOND FUNDING FOR THE REPAIR <br />AND RENOVATION OF THE COON RAPIDS DAM AS AN INVASIVE FISH BARRIER <br />WHEREAS, the Coon Rapids Regional Dam Commission (Commission) was <br />established by the Minnesota Legislature in 2010 to study and make recommendations on the <br />future governance, operation, maintenance; and financing of the Coon Rapids Dam on the <br />Mississippi River; and <br />WHEREAS, following two public meetings and ten Commission meetings, a report of <br />findings and recommendations was released to the Legislature in February 2011; and <br />WHEREAS, among its findings, the Commission determined that the Coon Rapids Dam <br />offers the most viable opportunity to stop the spread of invasive fish into northern Minnesota, <br />including the Asian carp, thereby helping to protect a $2.8 billion annual state sport fishing <br />industry; and <br />WHEREAS, the Commission recommended that the' State of Minnesota should provide <br />the funding for the repair and renovation of the Coon Rapids Dam for 50 -year life span and to <br />serve as an effective barrier to invasive fish species, and that this work should be done <br />immediately. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the City of Ramsey embraces the concept of cooperation and collaboration to <br />promote greater efficiency in the use of public resources and is committed to exploring <br />opportunities. <br />2. That the City of Ramsey hereby supports legislation authorizing 2011 state bond funding <br />in the amount of $17 million for the immediate renovation of the Coon Rapids Dam as an <br />effective invasive fish barrier. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />McGlone, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />Councilmember Elvig <br />Councilmember McGlone <br />Councilmember Backous <br />Councilmember Tossey <br />Councilmember Wise <br />Resolution #11 -06 -110 <br />Page 1 of 2 <br />
